Overview
The Project Manager - OPD will be the MBTA’s lead representative for the Operations Project Deliver (OPD), responsible from inception to completion for managing projects. Responsibilities include procurement, management and closeout of design and construction contracts, and coordination and communication with internal and external stakeholder groups to facilitate design and construction activities. The Project Manager will ensure quality standards are maintained throughout the design and construction process so that the delivered asset provides service for its anticipated service life. The goal is safe, resilient, on-budget and on-time delivery of Capital Projects. Duties & Responsibilities
The Project Manager is responsible for the project’s technical and financial direction and for ensuring external and internal customer satisfaction with project results. Administer professional service, design and construction contracts, including involvement in design contract and amendment negotiations. Establish initial project budgets, cost estimates, and cash flow projections. Act as the main contact between the MBTA and consultant or contractor. Manage assigned Capital projects in accordance with MBTA Manuals, policies and procedures and program-specific delivery protocols, including but not limited to: SOP Manual; Project Controls Manual; Quality Assurance Manual; Construction Change Management Manual; Field Staff Manual; Contract Administration Policies and Procedures; MBTA Directives; and applicable FTA Circulars (e.g., 4220.1F Third Party Contracting). Assist in the development of Capital Programs project scopes, budgets, and schedules as part of the capital planning process. Assist in the procurement of consultants and contractors, as required. Negotiate project assignments, task orders, amendments, change orders and use of contingency; make recommendations for approval for values above delegated authority. Ensure all work is completed and necessary approvals obtained prior to advertising projects for construction, including budget approval, environmental permits and approvals, real estate actions and approvals, force accounts, interagency agreements, and other third-party agreements. Provide monthly and/or quarterly updates of project schedules and budgets; monitor schedules and budgets to meet milestones. Review, analyze and approve monthly payment and schedule submissions from consultants and contractors. Coordinate and participate in Project Design Group meetings, value engineering sessions, constructability reviews, and risk workshops as required. Coordinate project tasks with other Capital Programs personnel and departments (e.g., Finance, Engineering and Maintenance, Railroad Operations) as required. Coordinate project activities with outside agencies, abutters, utility companies, community groups and other third parties affected by the project. Manage the construction project process from advertisement to contract closeout to ensure completion on time and within budget. Resolve conflicts that may occur during the life of the project. Manage on-call and/or emergency repair contracts; proactively identify and resolve field issues. Analyze all contract proposals or bids and provide recommendations for senior management approval. Secure commitments from MBTA Operating Departments concerning resource availability. Organize and prioritize workload; be proactive in identifying project needs/requirements. Provide monthly and/or quarterly updates of project schedules and budgets; prepare project-related correspondence, reports, charts, and presentations using Microsoft Word, Excel, databases, and PowerPoint. Work independently in addressing complex tasks in a time-sensitive environment. Follow up on actions required for task and project completion; seek guidance as necessary. Drive a company or personal vehicle to visit work sites and attend off-site meetings. Assist in managing a workforce by ensuring fair and consistent application and adherence to the rules, regulations, collective bargaining agreements (if applicable), and MBTA policies including EEO, anti-discrimination, anti-harassment and anti-retaliation policies. Oversee professional staff including Project Coordinators, Resident Engineers, Construction Inspectors, and other personnel as assigned. Perform other duties and projects as assigned. Minimum Requirements & Qualifications
Bachelor’s degree in an engineering discipline or construction management from an accredited institution, or directly related field. MBTA will determine applicability of related fields. Five (5) years of demonstrated experience managing transit/railroad/signals, heavy/civil and bridge construction projects (design and/or construction) or related design/ construction supervision, or related electronics engineering roles in transit signaling systems. One (1) year of related experience leading and supervising staff and consultants on large projects. Demonstrated knowledge of managing contracts with best practices in scope/fee negotiation, cost control, schedule control, and related capital project business practices. Experience supervising/overseeing a wide range of technical professionals in areas such as Field Oversight Services, Project Controls, Change Order management, and Quality Assurance. Working knowledge of industry standards and project safety. Effective communication, organizational, analytical, time management, and interpersonal skills. Working knowledge of Microsoft Word, Excel, Database, and PowerPoint. Proven collaboration, transparency, and problem-solving skills; ability to communicate with customers, employees, and vendors; excellent customer service and conflict resolution. Must possess a valid driver’s license. Availability to work twenty-four (24) hours per day, seven (7) days per week. Ability to supervise and work effectively with a diverse workforce. A high School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree. An Associate’s Degree with an additional three (3) years of directly related experience substitutes for the bachelor’s degree. A Master’s degree in a related engineering discipline or construction management substitutes for two (2) years of general experience. Nationally recognized Construction Manager certification. Experience managing multiple projects with construction cost over $10 million in an operating railroad environment. Knowledge of project controls, ability to evaluate consultant/contractor cost and schedule submissions (P6). Familiarity with FTA, FRA, MBTA, MassDOT rules and environmental requirements and permitting; AREMA/AASHTO/MBTA standards. Knowledge of safety rules in transit/railroad operating environments and temporary works/shoring design and installation. Working knowledge of Asset Management Software (e.g., MassDOT 4D, Ponti’s, BRR, Trapeze); experience using E-Builder or similar platforms. Job Conditions
