Senior Test and Evaluation Portfolio Manager
KBR, Inc. is seeking a Senior Test and Evaluation Portfolio Manager to work with our National Security Solutions team in Colorado Springs, CO. An active TS/SCI clearance (or TS with SCI Eligibility) is required. This position supports the United States Space Force Space Training and Readiness Command (STARCOM) Headquarters. Overview
Role focuses on planning, coordinating, executing, and reviewing space systems tests and experiments; experience with acquisition lifecycle and test/evaluation processes is essential. Candidates should have strong experience in developmental testing, operational testing, live-fire testing, and portfolio/program management in space systems contexts. Responsibilities
Assist in the planning, coordination, execution, and review of space systems tests and experiments. Contribute to the design, development, and execution of advanced test/experimentation programs and processes; assess space system testing. Review and improve test engineering documentation (test plans, safety packages, data analysis, management plans, technical and safety briefs, test readiness briefs, test cards, test/analysis reports). Review pre-test predictions (including modeling & simulation) to design test events, define data collection, and establish go/no-go criteria. Collaborate with test teams to ensure data management and analysis plans capture real-time and post-mission data processing and evaluation objectives. Support data analysis requests, data quality control, anomaly resolutions, and alignment with the data analysis plan. Evaluate simulations to predict or assess system effectiveness under operational conditions. Provide oversight to ensure pre-test, during-test, and post-test activities meet schedules and customer specifications. Develop and maintain summary information for major test and evaluation activities across the STARCOM T&E portfolio; identify and resolve scheduling and resourcing concerns. Review and improve Test Reports/Presentations. Required Skills/Experience
Bachelor’s Degree 10 years of test project management experience (test manager or test analyst) 10+ years of demonstrated systems engineering and program/portfolio management experience with space, ground, operations, and sustainment segments of DoD Experience with multiple (5+) space systems Understanding of test, evaluation and experimentation functions related to space operations at tactical levels Familiarity with DoD acquisition programs within Air Force processes Proficiency with methodologies including modeling and simulation, laboratory testing, open-air testing, and live-fire testing; skills in M&S, data analysis, regression testing, and validation of models and simulations Team-oriented with ability to support design reviews, test planning, and post-flight reporting Willingness to adapt to changing roles and customer needs Aptitude for processing and analyzing complex system test data Technical expertise in space-related data communications, EO/IR/RF sensors, space architectures, and Space Battle Management and Control Portfolio and/or project management experience Active TS/SCI clearance (or TS with SCI eligibility) Preferred Skills/Experience
Bachelor Degree or higher PMP certification Experience as Space Weapons officer (W13S/13S) or related joint operations experience DoD or defense contractor experience in test and evaluation Knowledge of orbital mechanics and astrodynamics ADPD T&E Level 3 certification Knowledge of space operations and orbital mechanics Statistical techniques for large data problems Experience with analytical/operations research methods; data querying, design of experiments, scripting, and modeling/simulation development Work Environment and Logistics
Location: On-site – Plaza of the Rockies, Colorado Springs Travel: Minimal, less than 10% if necessary Working Hours: Standard Compensation and Benefits
