Overview

The Director of People & Culture is a strategic and operational leader who supports the design and execution of CAM’s people strategy in alignment with the agency’s mission, values, and Equity & Well-Being Roadmap. Reporting to the Vice President, People & Culture, this role provides direct oversight of key HR functions including employee relations, training and learning, policy compliance, and P&C operations, and contributes to initiatives that foster a high-performing, inclusive, and mission-aligned workforce. The Director plays a key role in ensuring compliance, strengthening leadership and staff capabilities, and serving as a thought partner across departments to scale the P&C team and drive outcomes.

Responsibilities

Lead and supervise People & Culture team members (e.g., P&C Manager, Learning & Training Senior Manager) to align benefits, leaves, workers’ compensation, performance evaluation processing, HRIS operations, and staff development with agency goals.

Provide strategic guidance on benefits strategy, vendor partnerships, and compliance; support the growth of direct reports into expanded responsibilities.

Act as P&C leadership liaison for Staff Council to represent employee voice and support recruitment, engagement, and sustainability of the Council.

Foster team cohesion, continuous learning, accountability, and trauma-informed, equity-centered leadership within the P&C department.

Lead employee relations and compliance oversight, including investigations, policy application, and alignment with federal, state, local, and union regulations.

Partner with legal counsel, union representatives, and leadership as needed to resolve sensitive matters.

Oversee policy development, communication, and annual review across the organization; monitor regulatory updates and adjust policies accordingly.

Design and facilitate CAM’s monthly People Manager Trainings and agency-wide leadership development initiatives; build out CAM U within Rippling for centralized learning and onboarding.

Promote CAM’s 70-20-10 career development model and support managers in creating team workplans aligned with strategic workforce planning.

Collaborate with program and department leads to assess learning needs, track engagement, and evaluate impact; ensure training meets funder requirements and is properly documented.

Improve internal processes, data practices, and risk management related to equity, compliance, and accountability.

Act as a cultural steward by modeling inclusive, trauma-informed leadership and supporting equity-centered policies and practices.

Qualifications

Education:

As a CAM requirement, High School Diploma or equivalent (GED); Bachelor’s degree in Human Resources/Organizational Development/Business Administration or related field. SHRM-SCP or SPHR certification preferred.

Experience:

Minimum 7 years of progressive HR experience, with 2–3 years in a managerial or director-level role in a complex organization; experience supervising HR teams and leading cross-departmental initiatives; experience with union contracts, investigations, and policy compliance required.

Skills & Abilities:

Strong knowledge of California employment law and HR compliance; expertise in employee relations, training design, policy development; ability to manage confidential and high-stakes matters; experience in unionized, nonprofit, or multi-site environments preferred; bilingual English/Spanish is a plus; excellent communication, coaching, facilitation, and cross-functional project management; commitment to social justice and equity.

Software:

Proficient in Microsoft Office; experience with HRIS (Rippling preferred), Power BI, Asana, and budget systems (Sage preferred).

Other:

Ability to handle sensitive information with discretion; physical demands may apply as described by role; willingness to travel to sites as needed.
