Program Director - Vibrant Neighborhoods
The Cleveland Foundation is seeking a Program Director for Investing in Vibrant Neighborhoods to lead the strategic design, execution, and management of the Vibrant Neighborhoods portfolio as part of the Foundation’s Impact Agenda. This role reports to the Vice President of Grantmaking and works with a team of program officers to advance place-based, equity-driven neighborhood development across five priority neighborhoods. The Program Director for Investing Vibrant Neighborhoods is a key leadership role responsible for the strategic design, execution and management of the Cleveland Foundation’s "Invest in Vibrant Neighborhoods" portfolio, one of the Foundation’s long-term impact priorities. The primary goal is to ensure all Clevelanders live in asset-rich neighborhoods and to curate targeted investment across five priority neighborhoods to achieve outcomes that promote holistic community wellbeing, prevent displacement, build wealth, and maximize land use for community impact and cultural preservation. Key Responsibilities Framework Design, Execution & Strategic Leadership (40%): lead development and implementation of the Vibrant Neighborhoods pillar; translate framework into actionable programs and measurable objectives; assess and influence the deployment of grants, social impact investments, and land development; convene cross-sector visioning and ensure alignment across the Foundation\'s portfolio; evaluate effectiveness and adjust based on data and community feedback. Grantmaking & Portfolio Management (30%): oversee the full grantmaking cycle for the Vibrant Neighborhoods portfolio; develop guidelines that align with the Impact Agenda; provide technical assistance, site visits, and outcome tracking to ensure accountability and neighborhood-level impact. Community Engagement & Partnership Building (15%): foster strategic partnerships; build relationships with residents, community leaders, grassroots organizations, and government agencies; act as a visible Foundation representative in the community. Learning, Evaluation & Reporting (10%): identify metrics, measure impact of initiatives and grants, and prepare reports for internal stakeholders, the Board, donors, and the community; stay current with best practices in community development and urban planning. Team & Resource Management (5%): manage program budgets and investment performance; mentor program staff; contribute to strategic planning; ensure teams have necessary skills and tools. Requirements Education : Bachelor’s degree required; Master’s degree in urban planning, public policy, community development, social work, or related field strongly preferred. Experience 7–10+ years in community/economic development, urban planning, neighborhood revitalization, or related field. Experience in program design, implementation, and evaluation within a framework-driven approach. Desirable experience in grantmaking, philanthropy, and nonprofit management; track record with diverse stakeholders and partnerships. Experience with or in community foundations is a plus. Knowledge & Skills Understanding of equitable, asset-based, and place-based community development; strong project management and budgeting skills; ability to use data to inform decisions. Excellent written and verbal communication, public speaking, and presentation abilities; proficiency with Microsoft Office and grant management systems; cultural competence; ability to work independently and collaboratively in a fast-paced environment. Ability to manage multiple complex initiatives and to build cross-disciplinary collaborations.
