Non-exempt (compensatory and/or overtime eligible); full-time; 40 hours per week; Monday – Friday; 7:00 a.m. – 3:30 p.m; full-benefits
This technical, administrative and supervisory position is responsible for the operation and maintenance of all sewage pump stations and related equipment as well as the maintenance of all water and wastewater plants and booster pump stations. Supervision is given to staff; supervision is received from the Chief Operator-Maintenance.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.

Responsibilities
Assist in supervision of maintenance operations technicians
Establish overall work objectives for staff; assign, coordinate, review, and evaluate work performance on assignments
Supervise and follow-up on employee performance; conduct performance evaluations; review and approve timesheets, assist employees with career advancement through on-the-job, proficiency level training.
Supervise and perform all aspects of operations and maintenance related to wastewater pumping stations and maintenance of water treatment plants, water pumping station and conveyance systems
Evaluate and enforce all safety directives
Enforce a strict program of preventive maintenance for all mechanical equipment
Assist in developing and accessing Standard Operating Procedures for equipment operation and maintenance to assure optimum performance with minimal impact on treatment processes and the environment
Maintain manual and computerized records, job task tracking, non-compliances, etc; compile and prepare reports for submission to regulatory authorities
Assist in the preparation of reports, budgets and other mandated directives, work order processing, etc.; participate in the review of system expansion plans
Maintain all inventories; utilize automated procurement system to order, verify and track purchases
Participate in facility and equipment repairs, maintenance and inspections.
Prepare and/or assist with cost estimates for repairs, installations, and maintenance of infrastructure assets and equipment
Monitor building and project budgets; support the development of departmental budget planning
Prepare and/or contribute to pricing proposals (RFPs/IFBs) for the procurement of materials and services
Investigate customer complaints and aid in providing timely resolutions
In the absence of the Chief Operator, assume administrative and supervisory duties of that position
Perform other related duties as required

Qualifications / Knowledge / Skills / Abilities
High school graduation, or the equivalent
Minimum 7 years work experience in the operation and maintenance of sewage pumping stations or equivalent Operator work experience from another state
Minimum 2 years work experience supervising or directing the work of others in a related field
Possession of Maryland Wastewater Collection Certification issued by the Maryland Board of Waterworks and Waste Systems Operators or the ability to obtain within 6 months of hire
Possession of Maryland Water Distribution Certification issued by the Maryland Board of Waterworks and Waste Systems Operators or the ability to obtain within 6 months of hire
Possession of a valid automobile operator's license with the ability to obtain a Commercial restricted Class A driver's license and with airbrake and tank endorsement within 12 months of hire
Beginner skills in the use of Microsoft 365
NOTE: Possession of the following valid certification as a Class 4 Water Treatment Plant Operator certification and/or Class 5 Wastewater Treatment Plant Operator may substitute for the Distribution and Collection certifications
Knowledge / Skills / Abilities
Ability to maintain County Authorized Driver privileges
Effective computer skills, including the ability to access and utilize Microsoft 365 with the ability to use automated procurement and work order software.
Ability to effectively evaluate facility priorities, schedule operating workloads and coordinate equipment maintenance and repairs, including the ability to effectively assess equipment performance and identify appropriate repair or service
Ability to use automated procurement and work order software
Ability to effectively read and analyze gauges, meters and level indicators and interpret those readings
Strong mechanical skills, including the ability to perform routine preventative maintenance on pumps and other related equipment; the ability to replace pumps and motors, as well as perform minor plumbing
Working knowledge of programmable logic controllers
Ability to effectively supervise, direct and follow-up the work performance of others
Ability to effectively read and interpret blueprints, plans and design drawings
Extensive knowledge of potential hazards associated with this work (e.g. confined space entry, hazardous energy lockout and tagout, etc.), with ability to effectively evaluate job sites, identify potential hazards and implement appropriate safety precautions
Strong and effective written and spoken (English) communication skills, including the ability to prepare and maintain accurate, clear and concise forms and reports, and complete related documentation
Ability to develop and maintain effective working relationships with co-workers, regulatory agency representatives and the general public
Preference May Be Given
Experience utilizing Cartegraph and/or OnBase software packages
Physical Requirements / Working Conditions
While working in this position, the employee is required to perform Sedentary Work occasionally, exert up to 20 pounds of force frequently, lift up to 50 pounds rarely, and/or carry, push, pull or otherwise move objects occasionally.
While working in this position, the employee is required to work indoors and outdoors frequently.
Assistant Chief Operators are essential personnel and required to report to work during weather events and/or emergencies when County offices are closed or operating under liberal leave policy
Available on-call for emergencies, which also includes supervisor participation in the Division's Emergency Standby Response Schedule
In concert with the Public Health Security and Bioterrorism Preparedness and Response Act of 2002, verification of employment eligibility and a criminal background check will be conducted
This position is designated as security-sensitive, requiring a satisfactory background investigation conducted by the Frederick County Sheriff’s Office in accordance with established Frederick County policy.
