Req#: 25-005483-0019 The Maryland Department of the Environment (MDE) is seeking a visionary and experienced leader to serve as the Director of Water Infrastructure Finance. This leadership role is responsible for deploying billions of dollars through the State Revolving Fund (SRF) to build resilient communities, safeguard public health, and accelerate the restoration of the Chesapeake Bay. This is an opportunity to shape the future of Maryland\'s water infrastructure. The ideal candidate is a strategic leader with a proven track record in program management and team development, who is passionate about engaging with communities to leverage public finance for environmental progress. You will lead a dedicated team in financing the drinking water, wastewater, and stormwater projects that are essential to the health and prosperity of our state. This is a MANAGEMENT SERVICES position and serves at the pleasure of the Appointing Authority. The purpose of the role is to lead the Water Infrastructure Financing Administration (WIFA). This executive role sits at the heart of MDE\'s mission to protect and restore the environment for all Marylanders. As a key member of the Department\'s leadership team, you will guide the strategic deployment of federal and state capital to ensure every community has access to safe drinking water and clean water infrastructure, directly safeguarding public health and the future of the Chesapeake Bay. This leadership role combines high-level financial stewardship with impactful government and community engagement. You will have ultimate oversight of Maryland’s multi-billion-dollar water infrastructure capital budget, ensuring its long-term sustainability and compliance by managing critical partnerships with federal funders at the U.S. Environmental Protection Agency (EPA), state agencies like the Department of Budget and Management (DBM), and local governments. You will lead and empower a dedicated team of finance and policy experts responsible for the full lending lifecycle—from underwriting and loan negotiation to financial reporting and portfolio management. As a key subject matter expert for the administration, you will champion resilient infrastructure with local leaders across the state and support the MDE Secretary by providing expert testimony before the General Assembly.
