The City Council is engaged and seeks to strengthen the urban and commercial areas as well as sustain the natural environment. THE DEPARTMENT The Department of Public Works (PW) is dedicated to providing high standards of service while building, maintaining, and updating the City’s infrastructure. PW consists of about 50 employees with a general budget of $33 million and a CIP budget that ranges between $15–$30 million depending on annual needs. Its mission is to ensure infrastructure supports a vibrant and growing city through management of major improvements and asset maintenance. The Position

The mission of the Senior Management Analyst in the City of San Rafael’s Public Works Department is to provide strategic analysis, fiscal oversight, public communications, and management projects that enhance the City’s infrastructure, services, and quality of life. This role builds relationships through internal and external stakeholder collaboration, with data-driven insights and problem-solving to advance efficiency, accountability, communications, and service delivery. Public Works is seeking a full-time Senior Management Analyst I/II. The ideal candidate is collaborative, detail-oriented, with strong analytical, financial, and project management skills. Experience in public works or municipal operations, ability to turn data into actionable insights, and effective communication with staff, leadership, and the community are essential. A commitment to innovation, teamwork, and equity is important. Strong analytical and financial management skills Knowledge of public works or municipal operations Proven project management and organizational abilities Ability to work with and navigate across outside organizations and agencies Excellent written, verbal, and presentation skills including detailed report writing and public communications Collaborative, adaptable, and solution-oriented mindset Experience engaging with community members, boards, or commissions in a transparent and professional manner Comfort in a dynamic environment with shifting priorities Core Competencies

Assist or lead projects prioritized by the Mayor, City Council, and senior management Manage a variety of projects and programs; oversee administrative support functions including budget Supervise, plan, organize, and review work of technical and clerical staff Develop and implement policies and procedures; assist in contract negotiations and administration Lead departmental communication efforts and interact with media on department and City issues Participate in drafting and implementing department-wide or city-wide goals, policies, and procedures Manage or participate in special projects including complex research, budget analysis, feasibility analyses, and reporting Assist in preparing ordinances and program documents; monitor contracts and proposals for compliance Review council reports for accurate financial information and policy alignment Prepare and monitor department annual and capital budgets, mid-year reviews, and forecasts; analyze revenues and expenditures Compile narrative, fiscal, and status reports; assist with adjustments as needed Respond to inquiries from the public and other governmental agencies with high-quality customer service Conduct community outreach and civic engagement events Education / Experience

Equivalent to a bachelor’s degree in public administration, business administration, or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable. Senior Management Analyst I:

Three to four years of progressively responsible analytical experience Senior Management Analyst II:

Five years or more of increasingly complex analytical work with a high degree of autonomy All classifications:
