Overview

The State Department of Assessments and Taxation (SDAT) is seeking candidates for the Director of Human Resources to manage the agency's HR functions for approximately 600 employees. The role includes planning, leading, developing, and coordinating HR policies, activities, and staff within the Human Resources Unit, including timekeeping, benefits, recruitment, onboarding and offboarding, FMLA, and employee relations. A hybrid work schedule combining remote and in-office work is available in accordance with relevant policies and procedures. Position Duties

Direct and administer human resources services for SDAT employees located across 24 jurisdictions, with headquarters in Baltimore City. Supervise four subordinate staff and provide lead responsibility for HR activities in 24 local jurisdiction offices. Interpret and apply HR laws, regulations, policies, and guidelines to administrative activities, problems, issues, and projects using independent judgment. Develop policy and procedure and engage in analysis, evaluation, consultation, and innovative thinking. Advocate for actions through persuasion and negotiation and determine effective, technically sound alternatives. Manage a staff of the HR team (three or more) and oversee Employee/Employer Relations, including advising managers on disciplinary actions and ensuring discreet handling of sensitive matters. Represent management at Unemployment Insurance hearings; respond to sensitive correspondence; Oversee Classification and Compensation activities, including position classification, salary analysis, and guidance to managers; prepare cost estimates and updated specifications. Direct Recruitment and Examination operations: compose and post job announcements, review applications, conduct testing, clear eligible lists, perform background investigations, coordinate with DBM on special matters, and monitor vacancy information for staffing and planning; develop orientation programs for new employees. Administer Training and Staff Development programs to identify needs, design and implement training, and evaluate effectiveness; deliver specialized in-services for managers, supervisors, and employees. Oversee Workday operations for payroll-related submissions and reporting; ensure accurate data input and maintenance of employee leave/hours. Oversee Injured Workers Insurance Fund (IWIF) processes related to work-related injuries and associated costs. Oversee Performance Evaluation Program (PEP) compliance, training, and guidance for appointing authorities, managers, and supervisors. Manage Employment Services, including employee personnel files and leave records; counsel employees on applicable laws, rules, and policies; oversee attendance improvement policies and related initiatives. Administer employee benefits programs (health insurance, retirement, workers’ compensation, UI) and oversee state service and attendance incentive programs and awards. Review, approve, and monitor FMLA for compliance with regulations. Oversee and monitor the filing of Financial Disclosure Statements with the State Ethics Commission; participate in special projects as assigned. Minimum Qualifications

The Director of Human Resources should possess strong management and leadership skills with extensive experience in personnel and HR administration. Education: Bachelor's degree from an accredited college or university in Human Resources Management, Business Management, or a related field. Experience: At least 10 years of progressive experience in Human Resources, including a minimum of 5 years in direct HR management or a leadership role. A Master’s degree in Human Resources Management, Business Management, or a related field may substitute up to 2 years of the required experience. Desired or Preferred Qualifications

Master’s degree in business management, human resources, or a related field. Maryland state government work experience. PHR/SPHR certification. Experience interpreting and implementing HR laws, regulations, policies, and procedures. Cooperative, service-oriented, professional, and confidential demeanor.
