Overview

The Center Director is responsible for promoting the mission of ABCD Head Start & Children’s Services; building an understanding of the center by communicating this mission to staff, families and the community. This position must comply with all applicable laws, regulations, standards and policies, including those of the federal Administration for Children and Families (ACF), the Massachusetts Department of Early Education and Care (EEC) licensing regulations and Quality Rating Improvement Systems (QRIS) guidelines, National Association for the Education of Young Children (NAEYC) Accreditation Criteria, IDEA, Massachusetts Department of Elementary and Secondary Education (DESE), Massachusetts disability law (Chapter 766), Boston Family Engagement Network (BFEN), and ABCD, Inc., Head Start & Children’s Services policies and procedures. All personnel who work with children are mandated by law to report suspected child abuse and neglect to the Massachusetts Department of Children and Families (DCF). All communications are potentially sensitive and are subject to Head Start\'s policy on confidentiality. Essential duties include responsibility for center management and operations (70%) and staff supervision (30%), with expectations for strong leadership in program quality, staff development, community relations, and compliance. Essential Duties

Center Management and Operations (70%): Ensure all staff support and implement the delivery of high-quality services for each content area. Maintain a physical environment that meets safety and cleanliness standards, is conducive to growth and development of children and staff, and complies with state licensing standards. Plan, convene, and document staff and parent engagement activities (orientation, Parent Committee meetings, Policy Council representation, training, parenting curriculum, center leadership meetings, child placement, Community Partners meetings, etc.). Implement a developmentally appropriate and culturally responsive curriculum as prescribed by the Head Start Central Office. Develop, implement, and monitor center recruitment plans to maintain full enrollment and a waitlist; participate in center-wide recruitment for children. Inspect facilities regularly, submit repair requests, and monitor facility work and recommendations. Complete applications and reporting with external agencies for licensing, accreditation, QRIS, and related operations. Attend department meetings and training; supervise and maintain accurate confidential records required by licensing and agency policies (e.g., personnel files, enrollment records, health and safety inspections, inventories, and related documentation). Inform the community about agency services and goals; comply with related program operations requirements such as reporting suspected abuse/neglect, fire drills, substitutions, and communications. Collaborate with the Deputy Director of Program Operations on annual local budget preparation; manage and monitor center finances within the established budget; ensure timely financial paperwork. Maintain adequate materials, supplies, and equipment; participate in development, implementation, and monitoring of contracts and center agreements; establish relationships with public schools, higher education, and community partners; attend interagency planning meetings. Oversee center participation in annual self-assessment and community assessment processes per Head Start guidance. Perform other related duties as assigned. Staff Supervision (30%): Screen, interview, and recommend candidates or termination of center staff with appropriate documentation and in accordance with agency policies. Supervise and evaluate all center personnel (paid and volunteer); monitor task completion and conduct annual performance appraisals with professional development plans. Onboard new staff and oversee ongoing training and observations; schedule center personnel to maintain appropriate adult-to-child ratios; plan and evaluate ongoing professional development. Perform other related duties as assigned. Job Knowledge, Skills & Abilities Excellent written and verbal communication and interpersonal skills. Experience working with ethnically and culturally diverse staff and candidates; ability to work as part of an interdisciplinary team. Strong computer literacy (Microsoft Office Suite and Google applications) and the ability to learn new systems. High level of efficiency, accuracy, and attention to detail; knowledge of State licensing requirements and Head Start Performance Standards. Strong knowledge of best practices in early childhood; ability to handle multiple tasks and high-stress, sensitive situations professionally; ability to interpret and implement complex policies and regulations; maintain confidentiality. Independent work capability with professional boundaries and discretion; strong organizational and time management skills; willingness to engage in ongoing staff development; ability to travel frequently for events and meetings. Education & Experience A minimum of three years of professional leadership/management and supervisory experience, preferably in a Head Start setting, and a Bachelor’s degree in early childhood education or human services management, or a related field.
