The Administrative Services Manager (ASM) serves as the EH&S Finance Director, manages administrative functions within Environmental Health & Safety (EH&S), including budgetary financial management, business operations, IT systems, facilities/equipment, fleet, MOUs, and supporting technical teams in communications, project management, and training development. The ASM leads a team of administrative staff and collaborates with senior management to achieve department goals. Responsibilities
Develop and implement administrative programs and processes aligned with department priorities and goals. Analyze area effectiveness and develop programs/processes for area leads to implement. Maintain knowledge of campus and systemwide policies, procedures, and regulations; recommend changes based on professional practices. Oversight and Leadership in Administrative Operations
including:
Financial & Budget Oversight Purchasing and Vendor Management Systems Infrastructure Office Management & Facilities Oversight Administrative Support for the department, its technical teams, and programs
As part of EH&S Senior Management Team, may establish and recommend policy changes. Finance & Budget Oversight
including: directing analysts on budget updates, ensuring timely reports, developing and monitoring budgets and processes, and identifying cost-control opportunities. Develops and prepares budgets and financial reports for grants, general appropriations, endowments, and other funds; directs recharge programs and manages MOUs with partners. Vendor management and purchasing oversight; support procurement of products and services. Systems Infrastructure: manage IT systems assets, security, and network management. Office Management & Facilities Oversight: oversee fleet, access control, inventory, and facilities planning; drive physical plant rehabilitation planning. Administrative Support for Technical Teams: plan, allocate resources, and support project management, communications, training, and other programmatic activities. Staff Development: participate in professional development activities and mentoring as applicable. Other/Required Campus Training: complete campus/systemwide training requirements relevant to the role. Emergency Support: serve as a key member of EH&S Emergency Support Function (ESF) or EOC during campus emergencies. Required Qualifications
Broad knowledge of organizational processes with focus on budget, accounts, and fund management. Knowledge of financial analysis, reporting techniques, risk management, and/or accounting/payroll. Broad IT knowledge to manage IT staff. Excellent interpersonal skills to lead, motivate, and provide customer service. Ability to work collaboratively with other departments and external clients. Demonstrated management and conflict resolution skills. Strong verbal and written communication skills; ability to influence at all levels. Strong organizational and customer service skills to manage multiple priorities. Ability to evaluate complex issues and identify preferred resolutions. Ability to organize department work functions efficiently. Knowledge of common organization-specific software programs. Commitment to diversity, equity, inclusion, and belonging; ability to build positive relationships within and outside the organization. Bachelor's degree in related field and/or equivalent experience/training. Preferred Qualifications
Experience in a management position. Familiarity with UC systems (CalPlanning, CalAnswers, BFS, BearBuy, IS&T Telecom Service Catalog, UCPath, ServiceNow/ServiceHub, Facilities Services work order system, BETS, etc.). Salary & Benefits
This is a 100% full-time exempt career position paid monthly and eligible for UC Benefits. The budgeted salary range is $130,000.00 - $165,000.00, commensurate with experience.
