Raawi Trust is a community-rooted nonprofit preparing to operate a licensed, trauma-informed residential/group home program for unaccompanied children in partnership with HHS/ACF–ORR. We focus on safety, healing, timely family reunification, and community dignity. Responsibilities
Own program launch & daily operations
of a 24/7 licensed UC residential or group home program; maintain full compliance with ORR policies, state licensing (IL DCFS), PREA, and organizational policies. Lead people & culture : hire, schedule, train, and coach multidisciplinary teams; build an accountable, trauma-informed environment; manage performance and staffing ratios. Compliance & quality : oversee critical incident reporting, investigations, corrective actions, and CQI (dashboards, audits, file reviews, drills). Prepare for and lead site visits (ORR, state licensing, monitoring bodies). Child safety & services coordination : ensure high-quality care; partner with clinical, case management, medical, education, and legal/social-services providers to support safe and timely reunification. Family & sponsor engagement : assure accurate documentation, sponsor home studies (as applicable), and reunification readiness. Policy, training, and readiness : maintain SOPs; ensure staff complete orientation/annual trainings (e.g., trauma-informed care, de-escalation, mandated reporting, HIPAA/FERPA where applicable). Budget & procurement : steward program budget, staffing plan, vendors, food services, transportation, and facilities. Data & reporting : deliver on-time reports to ORR/state; track KPIs (safety incidents, AWOL prevention, LOS/time to reunification, staff training compliance, audit findings, grievances). Community & stakeholder relations : liaise with hospitals, schools, legal partners, child-welfare agencies, and community organizations. On-call leadership : participate in an on-call rotation; respond to after-hours incidents/emergencies. Qualifications
Required 2+ years progressively responsible experience in licensed youth residential, UC/refugee services, child welfare, or closely related programs; 2+ years leading managers/supervisors or 2+ years of managing programs as a LSW. Licensed Social Worker (LSW) or Licensed Clinical Social Worker (LCSW) is a required certification for this job. Demonstrated success running 24/7 operations (scheduling, ratios, acuity management, incident response). Deep knowledge of state licensing (IL DCFS), audits/monitoring, critical incident reporting, and CQI. Proven ability to launch or stabilize programs, write SOPs, manage corrective actions, and pass inspections. Strong documentation & data skills (case records, EHR/EMR or care-management systems, Excel/Sheets dashboards). Excellent communication with youth, families/sponsors, staff, regulators, and partners. Spanish proficiency strongly preferred (multilingual a plus). Valid driver’s license and ability to travel locally as needed. Ability to meet all pre-employment clearances (e.g., FBI fingerprinting; child abuse/neglect and sex-offender registry checks in current/previous states; TB/health screening; CPR/First Aid within 30 days). Preferred Master’s degree (MSW, MA Counseling, MPH, MPA/MPP or related); equivalent leadership experience. Experience with ORR UC programs, PREA standards, and trauma-informed models (e.g., TBRI/TCI). Start-up/opening experience, union environment exposure, or accreditation (COA/CARF) familiarity. On-site leadership in a 24/7 setting; evening/weekend/holiday coverage as operationally required. May involve periodic youth transport/escorts for medical, legal, or placement activities.
