Guiding multimodal transportation initiatives to ensure a safe, reliable, and connected transit system. Directing the design, funding, and delivery of capital improvement projects that modernize the City’s infrastructure. Overseeing environmental programs, sanitary and storm sewer systems, and solid waste management to promote long-term sustainability. Driving operational excellence in maintaining roads, bridges, traffic systems, and other essential public works functions. Ensuring high performance standards, fiscal accountability, and continuous process improvement across all TES divisions. Coordinating cross-departmental and intergovernmental partnerships to enhance service delivery and regional alignment. Engaging residents, businesses, and regional partners to build trust, improve service delivery, and advance shared community priorities. The Position

The Director provides leadership and strategic direction for Alexandria’s infrastructure planning, environmental management, and public works operations. This executive oversees a broad portfolio including transit and mobility, environmental quality programs related to air, water, and noise, and development review, right-of-way permitting, and traffic control. The position works with city boards and commissions, city departments and staff, regional and state agencies, federal partners and transit authorities, and aligns with major plans such as the Alexandria Mobility Plan, Vision Zero Action Plan, and Environmental Action Plan 2040. Minimum qualifications: a four-year college degree in Civil/Environmental/Mechanical Engineering, Construction Management or related field; Registered Professional Engineer in Virginia; post-registration experience; six years of management experience; experience working with appointed and elected officials; expert witness work in settling lawsuits and testifying for municipalities; experienced negotiator with developers; excellent communication and training skills; and experience managing operating budgets or equivalent. Qualifications

A bachelor’s degree in a relevant technical field or public/business administration. A master’s is strongly preferred. At least eight (8) years of progressively more complex work experience in local government in civil, environmental, public works, transportation, and water resources engineering; with increasing levels of responsibility. At least 4 years of leadership and managerial experience overseeing a large, complex department. Professional Engineer (PE) license is strongly preferred. Expert level expertise in multimodal transportation planning and policy, with significant experience in environmental and infrastructure planning, public works operations, and capital project management. Ability to gather feedback from stakeholders while remaining confident and decisive when consensus is not reached. Resilience, independent judgment, and flexibility to accommodate a non-traditional schedule, including regular evening meetings. Skilled at empowering others, guiding decisions, and influencing direction. Experience in managing a unionized workforce is a plus. How to Apply
