Overview
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Office of Energy and Resource Recovery Programs (Energy Office) is charged with plotting the course for DEP to meet its energy and carbon neutrality goals, as well as maximizing resource recovery. The Energy Office also provides energy and performance tracking, program assessment, scientific research, emergency planning and internal auditing services to DEP's operating bureaus. The Deputy Director of Energy Projects will report directly to the Director of the Energy Office to advance critical energy efficiency and renewable generation projects. This role will collaborate closely with operating bureaus to identify measures, secure funding and ensure project delivery advances on schedule. The selected candidate will identify potential projects by overseeing or leading audits, attending internal project scoping meetings, or identifying measures through site visits. The Deputy Director of Energy Projects will also be responsible for compliance with energy-related local laws. This role will engage with external partners including DCAS Division of Energy Management, the New York Power Authority, and project consultants/contractors to advance Energy Office goals.
Responsibilities
Identify and lead energy efficiency and renewable generation projects in collaboration with DEP operating bureaus. Oversee audits, participate in project scoping meetings, and conduct site visits to identify energy measures. Secure funding and manage project delivery to ensure on-schedule completion. Ensure compliance with energy-related local laws and regulations. Engage with external partners (e.g., DCAS Division of Energy Management, New York Power Authority, project consultants/contractors) to advance Energy Office goals.
Minimum Qualifications
A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering or engineering technology; environmental science; facilities management; physics; or a related field, and four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions at facilities to generate clean energy or reduce energy usage, one (1) year of which must have been in an administrative, managerial, or executive capacity; or An associate degree or sixty (60) semester credits in any of the disciplines described in “1” above from an accredited college or university, and six (6) years of satisfactory full-time experience as described in “1” above including one (1) year in an administrative, managerial, or executive capacity; or A four (4) year high school diploma or its educational equivalent and eight (8) years of experience as described in “1” above, including one (1) year in an administrative, managerial, or executive capacity. Education and experience which is equivalent to "1," "2," or "3" above. However, all candidates must have one (1) year of experience in an administrative, managerial, or executive capacity as described in “1” above. Education and experience will be credited as follows: i) One (1) year of experience, up to a maximum of four (4) years, credited for each year of experience in one or more of the following: i) Journey-level experience in one or more of the skilled building trades; ii) Full-time experience in the construction, repair, alteration, and/or rehabilitation of buildings in the capacity of general contractor, superintendent of construction, procurement specialist, or evaluator responsible for cost estimation; iii) Full-time building construction management experience; iv) Full-time experience in construction field supervision or inspection. ii) Education credited as follows: i) One (1) year of experience credited for every 30 semester credits toward a baccalaureate or associate degree, up to four (4) years; ii) A master’s degree credited for one (1) year of acceptable experience; iii) A Professional Engineer or Registered Architect license credited for four (4) years of acceptable experience. Preferred Skills
Masters degree in environmental engineering, water resources management, or a related field. 7+ years experience in wastewater management, process optimization, or a closely related field. In-depth knowledge of wastewater treatment processes and environmental regulations pertaining to water resources. Demonstrated experience optimizing wastewater treatment processes. Familiarity with emerging trends, technologies, and best practices in water conservation, wastewater management, and sustainability. Familiarity with New York City energy code and local laws related to energy. Demonstrated ability to identify opportunities to save energy across operational processes and systems. Ability to make recommendations for process improvements and drive operational innovations. Familiar with energy modeling and Green House Gas (GHG) accounting, specifically as related to the wastewater treatment process and its byproducts.
