experienced in the behavioral healthcare industry and highly specialized in leading Alcohol and Substance Abuse programs for Adolescents, in a residential setting. Cheyenne is the capital city of Wyoming, located in the southeastern part of the state. Cheyenne was founded in 1867, the population is around 65,000 to 70,000 people, making it the largest city in Wyoming, though it is still relatively small compared to major cities in other states. Meadowlark Academy is a IV-E Eligible Residential Treatment Center that provides male youth ages 12-18 with opportunities for positive growth through evidence-based interventions and innovative programming. At Meadowlark Academy in Cheyenne, WY, we have just earned licensure to exclusively deliver

Living in Balance —an evidence-based alcohol and substance-abuse recovery curriculum for adjudicated adolescent males (ages 13–17). Meadowlark is being transformed into a flagship recovery and vocational readiness program. Every role is vocational in purpose: our staff do not simply run a program—they change futures by helping young men achieve sobriety, accountability, education, and employability. The

Clinical Director

is a prestige leadership position within Rite of Passage. This role carries full authority over clinical programming at Meadowlark Academy, with responsibility for ensuring fidelity to the

Living in Balance

curriculum, regulatory compliance, and integration of clinical treatment with ROP’s vocational and educational mission. The

Clinical Director

is also a public ambassador, representing Meadowlark Academy across Wyoming and surrounding states to referral agencies, juvenile justice systems, healthcare providers, and state officials. This is a career-defining opportunity for a highly qualified professional committed to transforming the lives of adjudicated youth. All positions are on-site; no remote work is permitted. Pay : $70,000 to $85,000 Perks & Benefits:

Clinical Leadership & Program Integrity: Direct all clinical operations for the Living in Balance program at Meadowlark Academy. Supervise, mentor, and evaluate clinical staff, including therapists and counselors, fostering a culture of excellence and accountability. Extend clinical oversight to affiliated ROP facilities in Colorado, ensuring consistency of standards and outcomes. Guarantee fidelity to the Living in Balance curriculum, integrating best practices in recovery and behavioral health. Compliance & Quality Assurance: Ensure compliance with all licensures, accreditation, Medicaid, and state regulatory standards. Oversee treatment planning, documentation, audits, and quality assurance processes. Lead data-driven evaluation of program outcomes and continuous improvement efforts. Vocational Integration: Collaborate with educational and vocational staff to ensure treatment plans align with workforce readiness goals. Embed vocational milestones into recovery programming so that youth leave sober, skilled, and employable. Public Engagement & Advocacy: Serve as the external representative of Meadowlark Academy, strengthening referral networks and promoting the program regionally. Deliver compelling presentations to juvenile justice agencies, courts, probation departments, and healthcare partners. Build strategic partnerships with community stakeholders to enhance program visibility and sustainability. Strategic Leadership: Partner with ROP senior leadership in shaping program strategy, budget planning, and resource development. Contribute to organizational initiatives that position Meadowlark Academy as a regional center of excellence within ROP’s national network. Qualifications & Requirements

Master’s degree in counseling, Psychology, Social Work, or related field (Doctorate preferred). Independent clinical licensure (LPC, LCSW, or equivalent) in Wyoming; eligibility for Colorado licensure strongly preferred. Minimum 7–10 years of progressive leadership experience in adolescent behavioral health, residential treatment, or substance abuse recovery. Demonstrated expertise in evidence-based treatment models; direct experience with Living in Balance preferred. Exceptional supervisory, leadership, and compliance management skills. Strong executive presence with excellent public speaking and stakeholder engagement abilities. Deep vocational commitment to serving adjudicated adolescent males in recovery.
