Overview

The Information Technology Director provides technology vision and leadership for developing and implementing Information Technology (IT) initiatives that improve cost effectiveness, service delivery, and program development for the Town. Leads the Town in planning enterprise information systems to support both distributed and centralized operations and achieve more efficient and effective enterprise-wide IT operations. Oversees the development, implementation, integration and support of enterprise software applications, SaaS and technology infrastructure for the Town. Oversees information systems projects, operations, and staff. Directly manages townwide IT budget development, IT operational expenditures, and CIP planning and management. Frequently works with Department Directors and Management Team. Reports directly to the Town Manager. Work Environment

Work is typically performed while sitting at a desk or table, with intermittent standing or stooping. The employee uses equipment requiring a high degree of dexterity. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. Perceiving the nature of sounds at normal spoken word levels with or without correction. Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts. Individual must be highly motivated, organized, detail-oriented, and able to routinely multi-task and juggle competing priorities and deadlines. Provides IT leadership, direction and oversight, directly and indirectly to achieve organizational goals (townwide and at the department level), and operational maintenance of systems, with underlying emphasis on customer service, cybersecurity, fiscal responsibility, attention to detail, and timeliness. Routinely works with department heads and key departmental staff on cross-departmental projects, planning and budgeting. General department administration including annual budget planning, financial processes, RFP and bid processes, proposal/contract review and negotiation, and other duties as required. Utilize performance data where applicable to inform budget and operational decision-making. Manages departmental employees and coordinate work based on goals and expectations set forth annually by the Town Manager and Town Council, monitor and report on progress toward work objectives as necessary. Reviews technology project requests and recommend projects based on legal requirements and/or value-add to the organization. Research and recommend strategic and tactical plans regarding Information technology systems, cybersecurity, telecommunication, and technology initiatives. Supervises key departmental staff; effectively communicate job expectations; plan, monitor and evaluate job performance; provide coaching and counseling to supervisory staff to ensure understanding and consistent application of policy and procedure. Develop staff with emphasis on customer service, organizational need, and technical skill growth. Personnel administration including recruitment/hiring processes, personnel evaluations, and other personnel actions. Serves on or lead various townwide committees as appointed by Town Manager; attend Council and community meetings as necessary; represent department and Town in meetings as necessary. Oversight, development, preparedness and maintenance of security and disaster recovery policies, plans, and procedures. When required, functions as project manager for technology projects, ensuring proper planning, documentation, and communication. Maintains professional and technical knowledge and/or required certifications associated with departmental functions. Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in information technology, or related field, and/or considerable experience in information systems management with substantial supervisory/management role. Any formal project management or formal information security training is a plus. Five (5) or more years of responsible management experience in Information Technology Services is preferred. Demonstrated experience in technology leadership and considerable independent judgment and initiative, with a visible progression in responsibility over career. Demonstrated ability to hire, evaluate, mentor, coach, direct, coordinate, and assign responsibilities to staff. Abilities to plan, organize and achieve organizational objectives, and exhibit sound business judgment and decision making are a must. Comprehensive knowledge of information technology systems design, procurement, installation, maintenance and support. Ability to coordinate effectively with and maintain effective working relationships with user department personnel, department heads, Town officials, external government agencies, and the public. Exemplary communication skills (verbal and written) with ability to tailor to varying audiences are a must. Proven track record in delivering outstanding customer service, and effective project management (moderate to large projects). Technology administration experience includes short- and long-term planning, contract negotiation, and budget administration. Comprehensive knowledge of current technology, trends and developments in the areas of enterprise application systems, and technology infrastructure (data storage systems, communication systems, local and wide area networking, end user compute, and security solutions). Knowledge of relational database design and administration. Direct experience with change management and project management. Direct experience with policy development for information security and disaster recovery is required. Demonstrated ability to function at a very high level of efficiency due to organizational and prioritization skills.
