Overview ICF is seeking a Performance Analysis and Evaluation Manager to provide leadership and strong program management as part of the leadership team for a large national Program Support Services (PSS) program for child support enforcement. The manager will apply knowledge and experience to support project execution on a national federal consulting project to assist the Office of Child Support Enforcement (OCSE) in enabling state and tribal child support agencies to better comply with federal law and improve enforcement and service delivery through program and IT management, technical support, training/communications, and data access services. The role includes performance management, meeting performance requirements, and reporting. The manager will oversee the IT Portfolio including CPIC, EVM, Performance Indicators, Budget Planning and Control, IT Governance and Enterprise Architecture.

Responsibilities

Assist federal staff and coordinate the annual submission of the Agency IT Portfolio summary and Major IT Business Cases.

Assist federal staff in developing future business cases that identify and document development efforts to meet DFS’ mission, and maintain them through annual updates.

Monitor and recommend updates to HHS’ IT Dashboard reflecting the investment summary and progress of FPLS information in compliance with CPIC.

Inform and recommend updates to OMB’s information technology governance practices, policies, and reporting requirements through a monthly IT Investment Compliance report to maintain compliance.

Assist federal staff in implementing, monitoring, and documenting all portfolio activities to demonstrate CPIC compliance; these activities will be captured in the Monthly Status Report.

Assist federal management in responding to ad hoc data calls and/or requests for information about FPLS investment and governmental compliance reports; these activities will be captured in the Monthly Status Report.

Basic Qualifications

M.S. or B.S. required.

5+ years of experience in IT asset management with a focus on compliance, auditing, inventory management, and contract management, including knowledge of ITAM principles, practices, and tools (e.g., ServiceNow, Flexera).

3+ years’ experience with applied knowledge of Office of Child Support Enforcement regulations and program implementation.

Ability to travel up to 10% of the time.

Eligible to complete the HHS background verification process at the Public Trust clearance level.

Preferred Skills/Experience

Master's degree in business administration or information technology/computer science related field.

Experience in program and technology implementation.

Bachelor’s degree in information technology, Business Administration, or a related field.

Vendor negotiation experience.

Proficiency in MS Office applications (Word, PowerPoint, Outlook, Excel, Project) and MS SharePoint.

Pay Range

- The final pay is determined by factors including experience, skills, location, and contract provisions. The pay range for this position-based on full-time employment is: $97,699.00 - $166,088.00.
