Overview

You will serve as an ELECTRICAL ENGINEER in the Electric Power Systems Division of the Marine Engineering Group in the Naval Systems Engineering and Logistics Directorate of NAVSEA HQ FIELD SUPPORT. The Secretary of Defense has ordered a department-wide hiring freeze subject to limited exceptions. This position is subject to the DoD hiring freeze. You will enforce technical standards for shipboard Electrical System Power, Conversion, and Propulsion. You will be responsible for electrical analysis and design of Naval ships/submarines, including requirements support, concept studies, preliminary and contract design, and development of major Shipalts. You will be responsible for power converters (including rectifiers (AC-DC), converters (DC-DC, AC-AC), and inverters (DC-AC), frequency changers and power conditioners) within the ships electrical distribution system. You will be responsible for electrical propulsion systems drive units for non-nuclear surface ships including main, hybrid, auxiliary/secondary and emergency. You will consult with Ship Design Managers, Program Managers, Technical Warrant Holders, Deputy Warranting Officers, Chief Engineer, Program Executive Office staff and other top officials. You will advise on the application of thermodynamics, electrical and other physical, mathematical and engineering sciences to problems concerned with the production, transmission, measurement and use of energy. You will evaluate varied factors affecting system performance characteristics, e.g., electrical power, distribution and storage, electrical engineering aspects associated with production and distribution. You will develop electrical engineering guidelines for command headquarters and for field activities. You will advise on how to deal with new theories of technologies for which no precedent exists, plan for future system expansion, or cope with emergencies. You will review, evaluate and advise individuals on effectiveness, technical adequacy and suitability of their work and their recommendations. Requirements

This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate: as a professional engineer conducting electrical analysis to advise on the design, modernization and new technologies for ships or submarines. Applicants must meet the following basic education requirements of the OPM Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor’s degree (or higher) in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses in five of the following seven areas: statics/dynamics; strength of materials; fluid mechanics; thermodynamics; electrical fields and circuits; materials; and any other comparable area of fundamental engineering science or physics. Alternatively, current registration as an Engineer (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by a U.S. state/territory qualifies. Other acceptable paths include FE exam completion or substantial coursework in engineering disciplines. Educational requirements must demonstrate the knowledge and abilities necessary for the work of the position. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
