This is a highly respected, well managed FQHC with a strong and inspiring mission. About the Organization:

In 1979, two physicians finished residency training in Spokane in the relatively new specialty of Family Medicine. They wanted to bring those skills to a rural community and chose Port Angeles, hanging out their shingle in a small house on 16th and C streets. They, and those of us who later joined their partnership, became Family Medicine of Port Angeles and practiced the principles at the heart of good primary care – providing high-quality care for people regardless of age, sex, ethnicity, or presenting complaint in a continuous, caring, personal relationship. Nearly 40 years, more than 10,000 patients, and thousands of delivered babies later, Family Medicine’s dedication to those primary care principles remained unwavering, even in the face of momentous changes with healthcare. But the growing number of uninsured and under-insured people in the community struggling to access basic healthcare moved us to pursue a path to transform to a Community Health Center model. In 2015 we became the first, and remain the only, full-scope Federally Qualified Health Center in Clallam County. As a reflection of this transformation, we took on a new name – North Olympic Healthcare Network. We carry forward Family Medicine’s mission, values, and commitment to the community. Our excellent care is now accessible to many, many more people. The Community Health Center model allows us to expand access to healthcare to those for whom it has previously been out of reach. It provides improved funding, support, and incentives to attract and retain physicians, as well as allows us to provide expanded services for our patients, including behavioral health, family dentistry, optometry and pharmacy services, nurse care management, and community resource navigators – all services that help us fulfill our core mission. Recent highlights: 2016 – Launched a Rural Training Program for resident physicians in partnership with Swedish Family Medicine and Olympic Medical Center. 2018 – Opened a second clinic site – our Expanded Services Building – offering behavioral healthcare and adding family dentistry in 2019. 2021 – Launched our Mobile Health Clinic offering healthcare services to underserved populations in the community. 2023 – Opened a third clinic site – our Eastside Health Center – adding optometry services and offering expanded access to family medicine providers. 2024 – Opened an in-house pharmacy at our Downtown Health Center and Eastside Health Center locations. The Chief Executive Officer (CEO) is a critical leadership position responsible for providing strategic, operational, and visionary leadership for the center. The CEO oversees the overall management, operations, and strategic direction, ensuring the delivery of high-quality, accessible, and affordable healthcare services to underserved populations. This role involves partnering with the Board of Directors in advancing the health center’s mission, setting goals, managing resources, building relationships with stakeholders, and ensuring the financial sustainability of the organization. A core responsibility is maintaining compliance with federal, state, and local regulations, including those from HRSA. The CEO role combines visionary leadership with hands on operational stewardship, guiding the organization through the evolving landscape of community health while fostering collaboration and a culture of accountability. The CEO will shape and advance the strategic vision to improve health outcomes, reduce disparities, and elevate the patient experience. The CEO leads with integrity, respect, and accountability, taking ownership of decisions while keeping the community and patients at heart. Leadership Provide visionary leadership and set long-term goals and strategic plans for the health center’s growth and success. Lead and inspire the team of healthcare professionals, administrators, and staff to pursue excellence in fulfillment of mission and vision. Engage in strategic planning to address community healthcare needs, including expansion of services, outreach, and patient engagement. Ensure accountability and foster a sense of complementary roles with interlocking responsibilities with the Board. Serve as the public face and visible embodiment of the entity to all stakeholders. Articulate the mission/vision/values, change principles, needs, and overarching strategy of the organization. General Operations Maintain understanding of the health center movement/model, including the unique dynamics of a consumer-based board. Maintain understanding of the impact of the current healthcare environment on the center and its patients. Work fluidly with governmental agencies, funders, legislative representatives, and other critical entities. Continuously build knowledge and expertise through industry networks like State and Regional PCAs and NACHC. Operational Management Oversee daily operations and ensure the efficient, effective delivery of healthcare services while ensuring clinical and administrative operations are aligned. Maintain a patient-centered culture, ensuring a high standard of care across all service areas. Develop and implement policies and procedures to ensure high-quality care and regulatory compliance. Supervise the senior management team. Ensure development and implementation of effective/efficient operational systems in all functional areas, both clinical and administrative. Financial Oversight & Reimbursement Develop and manage the annual budget in conjunction with the CFO, ensuring financial health and sustainability. Oversee grant funding and fiscal sustainability and ensure compliance with grant funding requirements, including those from the federal government (e.g., HRSA). Fully understand budgets, cash flow analyses, income statements, balance sheets, 990 tax returns, federal grant regulations, 340B regulations, audits, and compliance principles. Work in partnership with the CFO in creating appropriate financial policies and controls. Ensure timely and successful completion of health center grant applications (Section 330 and other public grants), and related reporting. Successfully lead the health center in investigation and decision-making regarding new organizational models and opportunities (mergers/acquisitions, ACOs, value-based payment models, etc.). Ensure that the center takes optimal advantage of the federal 340B drug program. Regulatory Compliance Ensure compliance with all federal, state, and local regulations including HRSA, UDS reporting, 340B, Medicare/Medicaid billing, and federal/state requirements. Ensure the center meets or exceeds the requirements set by the Health Resources and Services Administration (HRSA) and other funding agencies. Ensure proper reporting of all necessary performance metrics and outcomes. Community Engagement and Advocacy Cultivate mutually beneficial partnerships and collaborations with local organizations, public health entities, hospitals, payers and other entities sharing common organizational objectives. Advocate for healthcare policies that support the mission of the FQHC and the needs of underserved populations. Serve as the public face of the organization with the community, policymakers and media; ensure a positive health center image within the community and among external constituencies via marketing, social media, personal influence, and public presentations. Maintain awareness of all advocacy rules related to federal fund sources. Within legal limits, continuously advocate for the health center and its community role with appropriate external entities. Quality Assurance and Improvement Ensure continuous improvement in patient care and organizational processes. Oversee the development and implementation of quality assurance programs to measure and improve patient outcomes using proven techniques (measurement, PDSA cycles, benchmarking, etc.) to successfully foster continual improvement in operations and care delivery. Promote integrated models of care (medical, dental, behavioral health). Guide quality improvement, performance metrics, and patient satisfaction initiatives. Support ongoing health center accreditation and Patient Centered Medical Home (PCMH) recognition. Human Resources Management & Teamwork Recruit, develop, and retain high-performing leadership and clinical teams. Ensure the center is staffed with qualified professionals and support ongoing education and professional development. Foster a collaborative, inclusive, and mission-aligned organizational culture with a sense of genuine teamwork and common purpose. Facilitate positive, constructive interactions among staff, patients, families, and the community by demonstrating sensitivity to differing cultures, behaviors, and wellness perspectives. Actively seek and value input from staff across all levels and functions to strengthen organizational quality, effectiveness, and impact. Work in partnership with Human Resources to ensure effective staff engagement and development and personnel management functions. Working with other C-Suite officials as appropriate (especially the CMO and CDO), ensure development and implementation of a successful provider recruitment/retention program. Ensure successful provider credentialing & privileging. Health Information Technology (HIT) Ensure appropriate use of EHRs, PMSs, and advanced HIT applications to optimize quality of care, center operations, and reimbursement. Ensure selection of appropriate HIT/EHR vendors based on specific organizational needs. Guide staff in successfully addressing operational issues regarding the EHR system, including use of appropriate cybersecurity measures to continuously safeguard PHI. Drive efforts to leverage technology to improve care and management functions. Legal & Ethical Issues Lead through personal integrity, respect for all, and clear commitment to excellence. Demonstrate commitment to the highest standards of ethical responsibility. Ensure successful Risk Management awareness and action. Ensure ongoing compliance with the Federal Tort Claims Act (FTCA) program. Resilience & Joy in Work Successfully undertake and navigate change as a leader. Provide support for health center staff as the center adopts new initiatives and address new care models. Successfully promote true joy in work, both personally and for the health center staff. Systems Orientation Employ both “big picture” and detailed “system thinking” when analyzing issues and making decisions. Work collaboratively with staff and Board to generate, implement, and maintain a Strategic Plan based in consensus Mission/Vision/Values and including related and aligned goals/objectives. Respect Consistently demonstrate unconditional respect for all staff, Board members, patients, families, and community residents. Qualifications Education A Master’s degree in healthcare administration, Public Health, Business Administration, or a related field or equivalent work experience is required. Experience At least 7-10 years of experience in management is required, with a strong preference for the majority of those years in a healthcare setting. Experience serving in a senior-level leadership role in a community health organization or FQHC is strongly preferred. Significant experience in an FQHC or similar community-based healthcare organization is preferred, including experience with operations, regulatory compliance and funding streams. Demonstrated leadership and management experience with a proven track record in strategic planning, financial management, human resources management and organizational growth is necessary. Demonstrated success in leading change initiatives and navigating complex, fast-paced environments with multiple priorities and objectives. Established track record of building and sustaining strategic, collaborative relationships with funders and community partners. Strong commitment to delivering accessible, community-based, integrated health services that respond to the specific needs of the population. Demonstrated interest in guiding and supporting high-quality clinical programs in coordination with organizational leadership and clinical staff. Proven ability to foster a culture of trust and accountability with the leadership team and staff, Board of Directors, and external stakeholders. Skills and Abilities Strong leadership and interpersonal communication skills. In-depth knowledge of healthcare systems, including primary care, public health, and federal programs for underserved populations. Proven ability to manage budgets, grants, and financial reporting. Ability to inspire and motivate others. Area Information Port Angeles is a hidden gem of the Pacific Northwest.
