Description This is an hourly position reporting to the Director of the Forensic Psychiatric Evaluation Court Clinics (FPECC) in the Division of Correctional Health Services. The Bronx, Brooklyn/Staten Island, Manhattan, and Queens FPECCs are responsible for conducting fitness to proceed evaluations under NYS Criminal Procedure Law Article 730 and pre-sentencing evaluations under NYS Criminal Procedure Law 390 for adult criminal defendants in the NYC criminal justice system.
Per Diem Forensic Examiners conduct CPL 730 examinations of criminal defendants together with staff psychologists and psychiatrists, form independent opinions as to the examinees' fitness to proceed, submit timely written reports to the Court, and provide courtroom testimony as and when required. Currently, per diem examiners are only assigned to remote examinations.
Responsibilities
Interview defendants with cases in all counties of New York City via videoconference or, when possible, in person
Review pertinent legal documents, medical records, and other relevant documentation
Form independent psycholegal opinions regarding fitness to proceed
Prepare timely and concise written reports documenting psycholegal opinions regarding fitness to proceed, the rationales for those opinions, and, if necessary, diagnostic formulations and treatment recommendations
Testify in court as needed
Participate in supervision with the FPECC Director and/or the Directors of the borough FPECCs
Remain aware of and in compliance with organizational policies of CHS and FPECC
Department Preferences
Excellent diagnostic and evaluation skills with particular attention to issues related to forming opinions about psycholegal questions
Excellent forensic report-writing skills
Excellent interpersonal communication skills
Ability to work collaboratively and professionally with colleagues of all disciplines
Clinical experience with forensic mental health populations
Proficiency with videoconferencing and word processing programs
Fluent in spoken and written English
Qualifications
M.D. or D.O. degree from an accredited medical school
Valid New York State medical license in good standing
Current certification by the American Board of Psychiatry and Neurology
At least one year of satisfactory full-time experience in forensic court clinic work
An equivalent and satisfactory combination of education and experience may be considered
