Req#: R2501083 ICF is currently seeking a Subject Matter Expert IV&V to provide Program Support Services (PSS) for the Office of Child Support Enforcement (OCSE). The purpose of this project is to assist the client in enabling state and tribal child support agencies to better comply with federal law and improve enforcement and service delivery through program and IT management, technical support, training/communications, and data access services. The IV&V Lead will be responsible for overseeing the Independent Verification and Validation (IV&V) processes for all systems within the Office of Child Support Enforcement (OCSE). This role includes ensuring the quality and accuracy of software systems through rigorous testing and validation, maintaining test beds, and collaborating with various teams to ensure compliance with industry standards. The successful candidate will have relevant experience and a documented record of working in IV&V. They will demonstrate a strong understanding of Agile System Methodologies, preparing and reviewing workplan progress, and developing standard operating procedures for testing. Additionally, the candidate will possess knowledge of federal and state compliance requirements for child support enforcement and have experience working across mixed life cycles, managing scrum teams and managing sprint cycles for release. Their expertise will enable them to collaborate with all project LOBs, identify risks, manage delivery, and ensure compliance across the program. Key Responsibilities

Develop and maintain IV&V work plans, schedules, test plans, test procedures, and test reports for all systems. Review requirements and participate in peer reviews to ensure the quality of requirements for building test cases and scenarios. Execute acceptance tests for maintaining changes to all federal systems and document test results in detailed test reports. Maintain system test beds and develop additional test beds as new systems are developed, ensuring they are in sync with software releases. Conduct ad hoc testing, regression testing, and vulnerability testing of all software releases. Collaborate with program support, systems development, and systems operations staff to assess testing impact and provide required input to the release management process. Identify risks and coordinate across teams, represent IV&V at system workgroup meetings, and assess testing impact of system changes for Release Management. Coordinate vulnerability testing with the security team, collaborate with Program Support, Systems development, and Systems Operations staff, and align IV&V teams with corresponding Program, systems, and operations staff Ensure 508 compliance tests are performed for all web applications. Basic Qualifications

MS or BS Required Minimum of 10 years of relevant experience in IV&V on large, complex software development and systems implementation projects applying client organization’s requirements, policies, guidelines plus two or more of the following specializations: a) Business requirements and business flow development and facilitation | b) System / IT infrastructure security | c) Legacy system languages (e.g., COBOL) | d) Cloud Computing | e) System/User test management and execution | f) System architecture design | g) Service Oriented Architecture (SOA) | h) Database design and development or an equivalent combination of education and training Minimum of 5 years of leadership experience including having authority and accountability for meeting all contract deliverables and requirements within budget and the use of appropriate tools to track project deliverables such as project plans, and timelines. Minimum of 3 years’ experience working in a multiple contractor environment Ability to travel up to 10% of the time Eligible to complete the HHS background verification process at the Public Trust clearance level Preferred Skills/Experience

Degree in information technology/computer science related field. Experience working across multiple lines of businesses with mixed life cycles Experience with federal systems and child support enforcement tools. Knowledge of OCSE systems and processes. Professional Skills

Strong project management skills with the ability to handle multiple tasks and deadlines. Knowledgeable and practiced in all aspects of information technology system development life-cycle (SDLC) processes Excellent problem-solving and analytical skills. Ability to work collaboratively in a multiple contractor environment. Proficiency in using testing and collaboration tools such as JIRA and Confluence. Strong organizational skills with the ability to maintain detailed records and documentation. Ability to provide clear and concise training and technical assistance. Strong interpersonal skills with the ability to build and maintain relationships with partners and stakeholders. Ability to adapt to changing regulations and requirements. High level of integrity and commitment to maintaining data security and privacy. Proactive approach to identifying and mitigating risks. Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, Project) and MS SharePoint Pay Range There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
