This position will provide support to the Defense Threat Reduction Agency (DTRA) Strategic Threats Department (OB-ST) by providing advice on the implementation of strategic arms control activities related to past and current nuclear arms control treaties and agreements. The advisor will provide OB-ST and OB experience-based advice in support of the USG’s pursuit of follow-on arms control agreements to the New START treaty and other bi-lateral or multi-lateral arms control agreements and treaties. The advisor will also provide expert advice to the Department and Directorate as it develops programs to retain arms control technical expertise to maintain a knowledgeable and adaptable workforce that can meet the emerging requirements of the Department of Defense. This is a full-time position authorized for regular and recurring or remote telework. Essential Duties And Responsibilities
Advise OB and the Agency in their efforts to implement programs and plans related to agreements and treaties in assigned program areas within the Directorate, the Agency, DoD components, and other USG organizations. Advise OB-ST, OB and the Agency on implementation considerations for current and future multi-lateral or bi-lateral arms control treaties and agreements. Advise OB and Agency stakeholders on arms control matters to enable USG policy makers to make informed decisions concerning current and future treaties, agreements and risk reduction measures. Provide technical advice to USG and/or DoD arms control negotiating bodies at conferences and meetings in support of strategic nuclear arms control treaty and agreement implementation and negotiation. Attend technical demonstrations, interagency workshops, site assisted visits, on-site treaty training and other relevant training to provide expert arms control advice to relevant stakeholders. For planning purposes, the Government anticipates monthly attendance at arms control engagements primarily in the U.S. Qualifications, Knowledge And Skill Required
Have in-depth experience with implementing bilateral and/or multilateral arms control agreements and treaties, to include personal experience and expertise gained while participating in activities directly related to strategic nuclear treaties and agreements. Have experience working with and advising various USG stakeholders responsible for implementing strategic agreements and treaties to meet national security objectives. Specific experience will include five or more years directly supporting strategic nuclear treaties (START and New START) implementation through arms control interagency liaison activities which assist the USG in the development of arms control on-site implementation policies and practices.
