Job Description for Data and Performance Manager at the City and County of San Francisco. Appointing type: Permanent Exempt (PEX). This position is excluded from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. What We Do: DBI is the regulatory building safety agency responsible for enforcing building, electrical, plumbing, access, and housing codes for the City and County of San Francisco’s more than 200,000 buildings. Responsibilities
Under the direction of the Assistant Director, oversee the Data and Performance team that supports data-driven decision-making and process improvement within the Department. Manage a team of analysts who conduct data reporting and analysis, develop and track performance measures, manage business intelligence tools, manage GIS data, and facilitate process improvement activities. Ensure data is accessible and utilized for continuous improvement; exercise sound judgment, work independently, and take initiative. Develop a deep understanding of the Department’s data systems and lead collaborative efforts to improve permitting and code enforcement efficiency, effectiveness, ethics, and equity. Collaborate with leadership to align team workplans with departmental goals; represent the department in IT and data system modernization activities. Facilitate quality improvement training to foster a culture of continuous improvement. Direct the strategy for dashboarding solutions, set design standards, manage publication/distribution protocols, and ensure meaningful data exploration for internal and external stakeholders. Advise on data sharing strategies with other City departments and external sources to support operations and transparency. Manage complex analyses and modeling to support planning, reporting, and continuous improvement. Prepare clear data analysis reports with data-driven policy recommendations for senior management and other stakeholders; present findings as needed. Lead studies, surveys, and evaluative processes to analyze administrative, management, program, and organizational needs, systems, policies, and procedures. Analyze the impact of legislation, regulations, code changes, and MOUs on policy and finance for the department. Respond to informational requests, including highly sensitive ones. May represent the department to the Mayor’s Office, Board of Supervisors, Controller’s Office, other City officials, outside agencies, or the public. Perform related duties as required. Knowledge, Skills, and Abilities
Knowledge of governmental organization and management; statistical methods; data collection and analysis; software including R/Python, SQL, ArcGIS, PowerBI; local/state/federal laws affecting operations; quality improvement tools (Lean, Six Sigma); and development of complex systems and procedures. Ability to collect, synthesize, and analyze diverse information; conduct difficult analytical studies; work with complex BI systems; oversee programmers and software developers; manage cross-functional projects; identify problems, determine methodology, and evaluate data; prepare findings and reports; communicate effectively with managers, officials, contractors, and the public; negotiate; and use computer programs. Qualifications
Minimum Qualifications:
Possession of a bachelor’s degree from an accredited college or university and seven (7) years of full-time equivalent experience performing professional-level analytical work in areas such as budgets, contracts, grants, policy, or other related duties. This experience should include analysis, development, administration, and reporting in major programs and organizational functions. Substitution:
Possession of a graduate degree (Master’s or higher) with coursework in relevant fields may substitute for one year of required experience. Additional experience may substitute for the degree on a year-for-year basis (up to 2 years). Desirable Qualifications: Seven or more years of work experience in data science, data analysis, policy analysis, budget analysis, and/or government; experience in transformative data management modernization; ability to interpret data and present analyses to senior management and diverse stakeholders; familiarity with city government and urban/public policy context.
