The Opportunity WSDOT is excited to announce an outstanding leadership opportunity for a dynamic leader to serve as the Deputy Director of the Management of Mobility (MoM) Division. In this pivotal role, you will provide strategic direction and senior leadership that shapes the future of mobility across Washington State. Acting on behalf of the Division Director, the Deputy Director oversees a wide range of regional policy and planning priorities—from agency infrastructure investments and traffic operations to complete streets, safe systems, equity engagement, and public outreach. This position also leads the coordination with local and regional partners, advances HOV system planning, guides corridor planning, and ensures sound financial stewardship of the Division.

Beyond divisional leadership, the Deputy Director will play a central role in two of the state’s most transformative initiatives: the Cascadia High-Speed Rail and I-5 Program. Approximately half of this position’s time will be dedicated to providing strategic guidance on planning and land use, while working closely with WSDOT regions, headquarters, Metropolitan Planning Organizations (MPOs), and Regional Transportation Planning Organizations (RTPOs). You’ll also spearhead the development and implementation of innovative special projects at the direction of program and UMAM leadership.

What to Expect Among the varied range of responsibilities held within this role, the Deputy Director will:

Manage division finances and oversee the daily operations on behalf of the Director.

Develop planning and land-use strategies for the Cascadia High-Speed Rail and I-5 Program, including engagement with WSDOT regions, Headquarters, MPOs, and RTPOs along the I-5 corridor.

Cultivate and maintain internal and external partnerships to create innovative strategies that enhance mobility and safety throughout the Central Puget Sound transportation network.

Lead and facilitate working groups across internal teams and interagency partners, including senior leadership.

Direct the development of multimodal corridor projects and targeted planning efforts to improve equitable access and implement a complete street approach.

Ensure execution of policies in alignment with the department’s strategic plan, particularly focusing on safety, pedestrian experience, complete streets, and inclusive outreach.

Provide strategic guidance for developing near-term operational infrastructure and program investment plans.

Direct plans to transition HOV, HOT, and Express Toll Lanes into an integrated, coordinated managed lanes system.

Champion the exploration and implementation of innovative technologies, including complete street projects with local communities, connected/autonomous vehicle applications, smart city initiatives, and other transportation management innovations.

Qualifications To be considered for this opportunity, the following are

required :

Transportation Planning Expertise : Demonstrated ability to apply comprehensive knowledge of transportation systems, land-use planning principles, and related state and federal laws, policies, and procedures to guide planning and decision-making.

Strategic Problem-Solving : Proven ability to develop and implement innovative solutions for complex technical and operational transportation challenges.

Leadership & Team Management : Demonstrated success in leading and managing multidisciplinary planning or policy teams, including supervision, tactical decision-making, and accountability for program outcomes.

Policy & Analytical Application : Ability to apply planning and policy expertise in areas such as public transportation, budget development and analysis, public policy, and communications to support organizational objectives.

Collaborative Leadership : Senior-level capability in negotiating and developing agreements between internal and external partners, and leading interdisciplinary teams to achieve strategic and operational goals.

Stakeholder Engagement & Negotiation : Strong interpersonal and consensus-building skills, with the ability to resolve conflicts and collaborate effectively across diverse stakeholder groups.

Independent Judgment Under Pressure : Demonstrated ability to act decisively, think critically, and perform with speed and accuracy in high-pressure situations.

Equity Minded:

The ability to take action to learn and grow. The ability to take action to meet the needs of others.

Industry & Stakeholder Knowledge : Comprehensive understanding of organizations, stakeholders, and sectors within the planning industry, and the ability to apply this knowledge to guide policy and program development.

Legislative & Governmental Relations : Demonstrated skill in working with legislative committees, with a strong understanding of agency roles and responsibilities in the legislative process to influence outcomes and advance organizational priorities.

The salary listed includes the legislative approved 5% salary premium for positions in King County.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.

WSDOT does not use the E-Verify system, therefore we are not eligible to extend STEM Optional Practical Training (OPT).
