Job Summary The general duty of the Primary Care Physician is to provide covered professional outpatient primary medical services to enrolled patients of the VAMC in accordance with the terms and conditions of the VA Primary Care Program, and to supervise the CBOC’s day-to-day delivery of medical care.

Essential Functions

Provide medical care based on primary and preventive care, to meet the needs of patients (physical, mental, and emotional) within the scope of CPT codes and the physician’s training.

Function as the point of entry into the VA health care system.

Participate in the orientation of clinical staff physicians, physician assistants, and nurse practitioners.

Provide leadership to CBOC clinicians.

Evaluate the effectiveness of existing clinical methods and procedures and suggest improvements.

Assist the STGi Program Manager in implementing Quality Performance Improvement Team (QPIT) strategic initiatives.

Participate in the review and improvement of clinical success in areas of responsibility.

Adhere to and monitor policies, procedures, and regulations to ensure compliance and patient safety.

Participate in quality improvement, care management, risk management, peer review, utilization review, clinical outcomes, and health enhancement activities.

Establish a collaborative practice agreement with clinic APRN/PA and provide oversight and mentorship to other providers.

Manage medical care, basic mental screenings, medication adjustments, mild depression, anxiety, and loss/grief issues, and continuity of care with the VAMC for patients enrolled in the VA Primary Care Program.

Emphasize wellness, prevention, and early detection.

Promote continuity and quality of care through ongoing relationships with veteran enrollees.

Maintain universal precautions and infection control practices.

Develop and maintain ongoing relationships with veterans and assist in referrals for services/admissions to the VAMC as medically appropriate; determine required referrals based on examination and patient needs.

Provide smooth and timely flow of patients in accordance with VA access standards and triage protocol.

Oversee all delivery of care to patients by the CBOC.

Administer medications per facility protocols.

Perform CPR and assist during respiratory and cardiac arrest procedures.

Document all pertinent patient information in VISTA medical records to demonstrate quality care and continuity of care.

Keep the VISTA clinic reminder tracking system current for each enrolled patient.

Determine level of urgency for follow-up, referral/consultation appointments per VA access standards and medical necessity.

Keep patients informed regarding their plan of care, including lab and diagnostic test results as needed.

Provide health educational materials and resources to patients and families.

Participate in ongoing Performance Improvement Program between subcontractors and the VAMC.

Assist in ensuring all required reports are completed accurately and completely.

Assist in management and coordination of the clinic’s day-to-day activity with the RN/CBOC Manager and VA program philosophy.

Comply with all federal, state, local, Joint Commission, OSHA, VA, subcontractor safety and operational regulations, directives, and standards.

Ensure patient information on encounter forms is complete and accurate; maintain confidentiality and patient privacy, rights, and safety.

Act as a liaison for the VAMC.

Perform other work-related duties as assigned.

Required Skills

Active, full, and unrestricted medical license in California.

Board-certified by ABMS in Internal Medicine and/or Family Practice, or BOS ABMS in Internal Medicine and/or Family Practice, or board-eligible within four years of residency completion in Internal Medicine and/or Family Practice.

Current and unrestricted DEA license.

Current CPR/BLS certification from AHA or MTN.

Knowledge of professional medical principles, procedures, and techniques per VA standards of practice.

Knowledge of pharmacological agents used in patient treatment, including effects, side effects, complications, and usage considerations.

Experience with safe opioid practices for chronic pain.

Knowledge of customer service concepts for age-specific populations.

Effective verbal and written English communication and telephone etiquette.

Working knowledge of Microsoft Office and electronic medical records systems.

Required Education

Doctorate Degree in Medicine from an accredited LCME-recognized medical school, Doctorate in Osteopathy from an AOA-accredited college, or permanent certification by ECFMG.

Completed residency in an accredited core specialty program leading to board eligibility (ACGME/AOA). Other non-US residencies require a minimum of five years verified practice in the United States.

Working Conditions / Physical Requirements

Moderate physical activity; ability to lift up to 25 pounds or stand/walk >4 hours/day.

Work is typically in an interior/office environment.

Must be able to respond to medical emergencies within the clinic.

Pay and Benefits Pay rate: $130/hour.
