Overview
The City of Oakland, with the Oakland Housing Authority (OHA) as the city’s public housing agency, seeks a collaborative, forward-thinking Chief Housing Operations Officer to manage day-to-day operations, services, and housing programs. OHA provides subsidized housing to nearly 16,500 families across the City and is the largest landlord in Oakland. The position reports to the Executive Director and is responsible for overseeing housing operations, capital improvements, and asset management functions in accordance with applicable laws and regulations. Under the direction of the Executive Director, manage all aspects of the day-to-day operations, services, and housing programs of the Oakland Housing Authority. Establish, implement, and monitor residential housing and property management policies and procedures to be followed by staff assigned to housing operations, capital improvements, and asset management functions. Qualifications
Experience in affordable housing, systems planning, community development, public sector regulations, and private sector property management practices. Deep understanding of federal, state, and local housing regulations, including HUD rules; significant experience in the management of public housing and capital fund programs. Knowledge of Section 42 low-income housing tax credit and other HUD programs such as Section 8 programs, USDA Rural Development, and resident community services programs; experience with real estate development. Demonstrated commitment to advancing equitable housing solutions for diverse communities. Compensation
The annual salary range for the Chief Housing Operations Officer is $245,999.78 - $285,284.22; placement within this range is dependent on qualifications and experience.
