The Associate Chief Counsel (Financial Institutions and Products) has jurisdiction over the taxation of financial institutions and financial products, and related tax issues. The Office provides legal advice and litigation support to the Department of the Treasury, the IRS, other Chief Counsel organizations, other government agencies, and the public. As a Senior Technician Reviewer (STR), you will serve as a technical expert in the subject areas of the assigned Branch. Specific areas include banks, thrift institutions, regulated investment companies, real estate investment trusts, insurance companies, asset securitization, debt modifications, options, futures contracts, original issue discount obligations, hedging arrangements, annuities, life insurance contracts, and other financial instruments and entities, and tax-advantaged bonds. Act as a legal and technical consultant to the Branch Chief, Deputy Associate Chief Counsel, Associate Chief Counsel, and other officials on complex legal and policy matters. Review and, where appropriate, initiate assignments and projects involving development and drafting of Internal Revenue legislation and regulations, private letter rulings, revenue rulings, technical advice memoranda, Chief Counsel advice, and other memoranda. Lead in recommending policies and developing procedures and regulations implementing new or amended legislation in specific tax areas; ensure alignment with law and administrative efficiency. Support IRS and Chief Counsel components in litigation, technical guidance, and appellate work. Conduct conferences and represent the IRS on highly complex issues with taxpayers and their representatives as needed. Represent the Office in training sessions, presentations, and panel discussions on technical and legal matters. In consultation with the Branch Chief, assign work and advise on approaches; substitute for the Branch Chief as required. Perform other professional duties as assigned. To qualify, you must meet the education and/or experience requirements by the closing date. Your resume must clearly describe your relevant experience; transcripts may be required if qualifying by education. Basic Requirements for General Attorney (Tax) Senior Technician Reviewer: First professional law degree (LL.B. or J.D.) from an ABA-accredited school; AND Active, in good standing, bar membership in a State, U.S. Territory, the District of Columbia, or Puerto Rico. GS-15 Experience Requirements: 1 year of general professional legal experience; plus 3 years of professional legal tax experience Professional Legal Tax Experience includes issues related to financial institutions and products, tax effects of financial transactions and instruments, accounting methods, tax-advantaged bonds, complex legal tax questions, and related litigation experience. At least one year must be at the GS-14 level. Note: Only experience gained after Bar Admission may be credited as Professional Legal Experience. Education Substitution:

An LL.M. in tax, GLS-related, or P&A- FOIA/Disclosure related field may substitute for the one year of general legal experience. Experience includes paid and unpaid work, volunteer work, and interstate or federal service. Provide dates and hours on your resume for full credit. Education

Salary is across multiple locality areas; pay adjusted to post of duty. A one-year trial/probationary period may be required; continued employment contingent on supervisor certification.
