Overview
Chief Government Affairs Officer role at City of Goodyear Economic Development. The Chief Governmental Affairs Officer plans, directs, develops and implements the City’s federal, state, and regional legislative policies and activities by strategizing with the City Manager and key leaders of outside agencies such as federal and state legislators and the Governor’s Office. Develops and guides the City’s state and federal legislative programs by seeking operational information and needs from staff and elected officials, developing legislative agendas, directing contracted lobbyists, analyzing potential legislation, communicating impact to Council and staff, developing testimony, tracking progress of pending legislation, and coordinating lobbying efforts with the AZ League of Cities. Represents the City’s interest in meetings with regional, state, and federal officials; prepares presentations, briefings, and policy memos with recommended actions for Council. Forges strong working relationships and negotiates fiduciary responsibilities affecting city budgets, infrastructure funding, and planning among the City, legislators, other cities, Governor’s office, MAG, ADOT, WESTMARC, Luke AFB, Valley Metro, and other outside agencies. Acts as governmental and legislative consultant to Mayor/Council, Executive Team, and Directors on issues management; recommends policy positions and develops strategies on regional, state and national issues; briefs Council on current activities and challenges. Educates state and federal agencies, including the Governor’s Office, on issues important to the City. Collaborates with Economic Development staff to support local and regional economic development through legislative support, relationship building, and partnerships. Facilitates MAG committee representation, coordinates regional project submissions for funding, and staffs Mayor and elected officials with information exchange with MAG personnel. Serves as liaison between residents and military base personnel (Fighter Country Partnership) and coordinates communication among City staff, homeowners and base personnel; lobbies for protection of Luke AFB mission and coordinates with regional partners and contracted federal government relations firms. Educates staff, seeks staff expertise, and comments on legislative needs by reporting to Council and staff during sessions, arranging attendance at workshops/conferences, and instructing staff on developing legislative policies. Plans, organizes, and directs the activities of Government Relations Coordinator and other staff; selects, develops, motivates, and evaluates personnel; manages supervision and discipline as needed. Supports Mayor and Council initiatives to secure funding and promote legislation. Staff liaison to the Mayor and Council on all legislative matters; collaborates regionally, statewide, and federally on public policy issues affecting the city. Participates on City management teams to develop strategies and policies related to public policy issues affecting the City. Receives and responds to inquiries from the press on legislative issues. Requirements
Formal Education/Knowledge: Four-year college degree (Bachelor’s) or equivalent in a general professional or technical field. Experience: Minimum seven years in a related field. Certifications/Other: Valid Driver’s License; registration with the Secretary of State’s Office. Reading, Math, Writing: Ability to read general correspondence and legislation; perform general math; write general correspondence, memos, and reports at a college level. Managerial: Oversees staff but may provide guidance to less experienced employees; may supervise a division budget and approve expenditures within approved limits. Policy/Decision Making: Works with broad parameters; independent in determining how objectives are achieved; typically upper management. Technical Skills: Advanced application of concepts affecting major programs and organization-wide processes; requires independent judgment. Interpersonal/Human Relations: High level of interaction with external partners; negotiates and reaches consensus on complex issues. 12 Month Objectives
Work with city management to understand strategic goals and the position’s expectations; hold bi-weekly meetings with the City Manager to discuss progress and regional activity. Meet with the Mayor and Councilmembers to understand goals and issues; participate in weekly Leadership Team meetings; present an annual Legislative Agenda before the session. Engage with Arizona legislators, AZ League of Cities, and other partners; provide regular updates on legislative issues to Mayor and Council. Meet with federal and state staff to identify issues impacting municipal operations; identify regional meetings and events with potential impact on Goodyear. Prepare Goodyear’s representatives for regional committees and provide updates to Management and/or Mayor and Council as appropriate. Benefits
