The Procurement Manager will ensure that all procurement actions, ranging from large-scale contracts to vendor management, are executed in compliance with FAR and FAA-specific requirements. Your work may involve supporting safety validation efforts or leading teams on major FAA programs, directly impacting passengers and aviation professionals who rely on safe, efficient airspace operations. In this position, you will:

Lead the planning, execution, and oversight of procurement activities in alignment with FAA and federal requirements.

Manage the full procurement life-cycle, including solicitations, evaluations, contract negotiations, and post-award administration.

Ensure all procurement actions comply with the Federal Acquisition Regulation (FAR), Department of Transportation (DOT) guidelines, and FAA-specific acquisition policies.

Develop and implement strategic sourcing and vendor management plans to optimize cost, performance, and quality.

Collaborate with program managers, legal teams, and technical experts to align procurement strategies with project goals.

Oversee the preparation of procurement documentation, including RFPs, SOWs, and compliance reports.

Monitor contractor and subcontractor performance, ensuring deliverables meet FAA standards for safety, quality, and timeliness.

Mentor and guide procurement staff, promoting best practices and continuous improvement in acquisition processes.

Provide regular updates to FAA leadership on procurement status, risks, and opportunities.

Qualifications

Basic Qualifications:

U.S. Citizenship Required.

Ability to obtain / maintain a Public Trust clearance.

12 years of proven experience managing and mentoring procurement teams and aligning with best practices.

Experience managing large-scale contracts and vendor relationships in a federal or highly regulated environment.

Progressive experience in procurement, acquisition, or supply chain management.

Knowledge of contract types (FFP, T&M, IDIQ, BPA, Cost-Reimbursement) and when to apply them.

Experience managing multi-million-dollar procurement actions and complex vendor portfolios.

Strong understanding of compliance frameworks, including FAR, DFARS.

Proficiency in preparing and evaluating RFPs, RFIs, and Statements of Work (SOWs).

Ability to conduct cost/price analysis, market research, and supplier risk assessments.

Proficiency with procurement and financial management tools (e.g., PRISM, Deltek Costpoint, SAP, or other eProcurement systems).

Preferred Qualifications:

Exposure to FAA programs or NAS systems.

Advanced degree in Business, Supply Chain Management, Finance, or related field.

Professional certifications such as CPCM, CPSM, or PMP.

Direct experience supporting FAA procurement programs or other DOT initiatives.

Familiarity with FAA Acquisition Management System (AMS).

Background in aviation, aerospace, or critical infrastructure procurement.

Experience with eProcurement tools and contract management systems.

Strong written and verbal communication skills, with the ability to brief leadership and stakeholders on acquisition strategies and outcomes.

$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by factors including scope, responsibilities, experience, education, location, and contract considerations. Overtime, shift differential, and discretionary bonuses may apply depending on the role. EEO
