The World Bank Group (WBG) is a major source of funding and knowledge for developing countries. The Legal Vice Presidency (LEG) provides legal advice and support to internal and external Bank clients on operational, advisory, financial, administration, and institutional matters, ensuring activities comply with the Articles of Agreement, policies and procedures. The DGC – Finance oversees the Corporate Finance Practice Group (LEGFI) and the Development Finance Practice Group (LEGDF) and acts as a WBG legal focal point in cross-cutting finance matters. The DGC Finance reports to the SVP and GGC and is a core member of the Legal Management Team. Duties & accountabilities

Solutions and Results for Clients : Provide seasoned legal advice on a broad spectrum of finance-related issues, independently analyzing complex legal and financial questions and delivering prompt, credible guidance to Bank officials and Board Officials, balancing legal and organizational interests to mitigate risk and achieve objectives. Board Committees : Advise the Audit and Budget Committees and provide ad hoc legal guidance to Board Officials and the Board as issues arise. Management Committees : Represent LEG on Finance and Risk Committee; advise senior management on legal issues in new financial initiatives; explain financial implications of complex legal arrangements. Key Transactional Responsibilities : Organize and mentor staff in LEGFI and LEGDF across core areas: Capital Markets (bond issuance, governance, and investor communications); IDA Resource Mobilization; Asset Management; Trust Funds and Financial Intermediary Funds; Innovative Finance; Financial Products and Services; Financial Reporting; WBG Coordination; and miscellaneous governance and capital issues. People Talent Management : Model leadership, contribute to talent management and inclusion plans, foster technical excellence, and develop global staffing and career progression strategies. Knowledge Management : Promote knowledge generation and dissemination; coordinate cross-cutting research and learning across the organization. Resource Management : Manage budget for LEGFI and LEGDF; ensure work program delivery and risk management within fiduciary controls; oversee resources and outputs quality. Selection Criteria

Professional qualifications: J.D., LL.M, SJD, or equivalent. Minimum 15 years of relevant post-qualification legal experience. Expertise and deep knowledge of the World Bank Group. Strong understanding of governance, business models, and financial reporting for IBRD and IDA; ability to explain issues to underwriters and stakeholders. Proven leadership in a wide range of Bank financial matters with a record of providing excellent, innovative, timely advice to senior management and clients. Exceptional leadership, coaching, mentoring, and advisory skills; ability to transfer knowledge across a large, diverse organization. Proven ability to build and manage teams and collaborate across units; strong collaboration across regions. Excellent written and verbal communication skills in English; Spanish and French preferred. Ability to craft consensus on divisive legal issues and lead complex negotiations; trustworthy and diplomatic; capable of mentoring junior staff. Mentoring and coaching skills; ability to train and empower staff and foster problem solving and idea generation. WBG Managerial Competencies and Culture Attributes are expected of the role.
