Overview
This position is with Bering Straits Native Corporation (BSNC) – Washington, DC. The ESF Program Officer specializes as an Economic Support Funds Program Specialist III for SCA Staff Support Services, Office of Security and Transnational Affairs (SCA/STA). The ESF Program Officer will assist in coordinating aspects of the Bureau's SCA/STA managed multi-million-dollar ESF program for Sri Lanka, the Maldives, Bhutan, and the South Asia Governance Fund (SAGF). The role may also support other SCA/STA managed ESF programs, including Indo-Pacific programs for energy, trade, and infrastructure. Responsibilities include budget management, program design, performance reporting, and monitoring and evaluation of program performance." Responsibilities
Coordinate all aspects of the ESF program for Sri Lanka, the Maldives, Bhutan, and governance programming, including budgeting, obligations, and reporting. Assist with budget requests to Congress, identify implementers, develop program plans, and prepare performance reports required by the Director of Foreign Assistance and the Office of Management and Budget. Monitor and evaluate program performance; manage complex budget requests to Congress; establish scopes of work, timelines, and indicators for program success; mentor program staff and provide guidance to implementing partners. Draft Congressional Notifications, responses to information requests, and implementer agreements (contracts, grants, or interagency agreements) for review and approval by the SCA/STA front office. Develop goals, objectives, and programs aligned with Congressional budget requests and SCA front office policy priorities; prioritize proposals for front office approval and draft related documentation. Represent SCA/STA objectives in Sri Lanka, the Maldives, Bhutan, and governance to internal and external stakeholders; respond to information requests from Congress and other offices as needed. Communicate effectively in writing and verbally to provide briefings, status reviews, and advice to SCA/STA staff and interagency partners; maintain systems for efficient retrieval of ESF-related documents; track payments to implementers; manage ESF program and files. Travel to assess project viability, monitor ongoing programs, and produce evaluation reports; lead bureau reporting for the State South and Central Asia Regional Operating Unit. Ensure compliance with internal control measures to protect sensitive and classified materials and report security issues to appropriate management. Qualifications
Education: Bachelor’s Degree (preferred). Experience/Capabilities: Knowledge of foreign policies; ability to manage program budgets, drafts, and interagency coordination; strong written and verbal communication skills; ability to work with diverse stakeholders and partners. Necessary physical requirements: Standard physical requirements for office work; reasonable accommodations as needed. Security/Compliance: Capable of handling sensitive information; may require background checks and appropriate clearances; ability to obtain necessary access to facilities as required. Office setting with routine computer usage; occasional travel may be required. No supervisory responsibilities.
