Duties and Responsibilities

This is a senior-level position that reports to the Procurement Administrator of Purchasing and Contracts. The incumbent will be responsible for providing high-level technical assistance and guidance related to procurement activities to agency members and vendors. This position is also responsible for the development and review of complex solicitations to achieve the best value for the Department of Highway Safety and Motor Vehicles, as well as facilitating the solicitation process to include evaluations, negotiations, and awards. Additional duties include developing and maintaining reports, developing and facilitating procurement-related training, and identifying and implementing process improvements related to purchasing practices and procedures. Knowledge, Skills, and Abilities

Knowledge of public procurement principles and best practices Knowledge of Florida Statutes 287 and 119, and Florida Administrative Code Rule 60A Ability to understand, interpret, and apply laws, rules, regulations, policies and procedures related to State of Florida procurement processes Knowledge of MyFloridaMarketPlace (MFMP) or other e-procurement systems Ability to establish and maintain effective working relationships with others Skill in communicating effectively, both verbally and in writing Ability to prepare and deliver oral presentations to leadership and management Ability to effectively manage project timelines and complete work with minimal supervision Knowledge of Microsoft Office applications, including Word, Excel and Outlook Ability to collect, evaluate and analyze information to determine key issues, resolve problems, and develop alternative recommendations Skill in identifying deficiencies and implementing improvements relating to operational, performance and management practices Ability to work effectively in an independent environment with minimal direction, serve on procurement project teams, and work with internal and external stakeholders Skill in proofreading, editing and verifying data for accuracy Ability to independently develop and review solicitation documents Preferred Qualifications

At least one (1) year of professional procurement experience drafting formal competitive solicitations (for commodities or services in excess of $35,000 per year) and managing the entire solicitation process from the initial procurement request to contract award. At least one (1) year of professional experience writing detailed reports, memoranda and/or recommendations that demonstrate advanced writing and analytical skill, such as business cases, process improvement recommendations, or policies and procedures. The elements of the selection process may include a skill assessment and/or oral interview. Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI.
