Overview
Role: Business Systems Analyst Senior
Client: DC Government
Location: Washington DC (Onsite)
Responsibilities
Implement and manage business-aligned IT services; ensure the application platform is high quality, defect-free, and adheres to industry standards for development, testing, and deployment methodologies.
Collaborate with stakeholders at multiple management levels to obtain and document detailed system requirements; facilitate working meetings and elicit feedback to translate into documentable requirements.
Document and manage software requirements; develop and update software documentation, user guides, design documents/RTMs, release notes, and SOPs.
Provide support for developers, test teams, and client stakeholders in the creation and implementation of requirements.
Design and update process diagrams and system diagrams using available tools (Visio, etc.); produce ER diagrams and network design drawings as needed.
Develop and maintain process analyses, standard operating procedures, and programming standards that support secure and defect-free applications.
Interact with government clients to meet technical requirements for new initiatives; work with QA/QC teams to ensure security and quality of the application.
Evaluate, design, and implement programming standards related to assigned applications and infrastructures; define processes for all application developers.
Plan, research, and recommend new equipment, software tools, and related technologies; use monitoring and performance analysis tools to troubleshoot and isolate issues.
Provide strategic advice to leadership, management, and customers of the OIS; ensure agency priorities are met in collaboration with DHS OIS and partner agencies.
Other duties as assigned.
Qualifications
At least five years of experience in software requirements analysis and documentation.
Ability to work with all levels of clients from end users to managers to obtain detailed system requirements; excellent communication and facilitation skills.
Proficient in eliciting requirements, probing questions, and translating feedback into clear, documentable requirements; strong writing skills for stakeholder documentation at various levels.
Experience with creating systems and user documentation; working experience with Microsoft Office (Word, Excel, PowerPoint).
Experience with modeling tools such as Visio and Balsamiq; requirements management tools such as Contour or JIRA.
Experience with Agile and SDLC methodologies.

Education Bachelor's degree in Information Technology or related field or equivalent experience
