Recruitment Number 24-0147 - This vacancy is with the Department of Transportation, Administration Division. Salary: $7,351 to $8,945 per month (SR-28, Step D to Step I). This position is located in the Department of Transportation, Rail Transit Safety and Security Oversight Office, which has designated responsibility for overseeing the safety and security of the Honolulu rail transit system for compliance with Federal Transit Authority requirements. The position is responsible for developing and implementing a System Safety Program Standard for the rail system as required by Title 49, Code of Federal Regulations, Part 659; reviewing and approving the Honolulu Authority for Rapid Transportation\'s (HART) system safety and security plans; conducting safety and security reviews, including on-site reviews; investigating rail transit or related accidents; reviewing and approving HART\'s corrective action plans; and preparing and submitting initial, annual and periodic reports to the Federal Transit Authority. Responsibilities

Develop and implement a System Safety Program Standard for the rail system as required by 49 CFR Part 659. Review and approve HART\'s system safety and security plans. Conduct safety and security reviews, including on-site reviews. Investigate rail transit or related accidents. Review and approve HART\'s corrective action plans. Prepare and submit initial, annual and periodic reports to the Federal Transit Authority. Qualifications

A bachelor\'s degree from an accredited four-year college or university. Experience

General Experience:

One year of responsible professional work experience which required a high degree of analytical skill, including gathering, evaluating and analyzing facts and other pertinent information to resolve problems and determine appropriate actions; demonstrated ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects; applying problem-solving methods; and preparing clear and concise written reports and recommendations. The experience must have been comparable to the General Professional IV, V or VI in the State service and must have provided the knowledge, skills and abilities required to perform the duties of the position. Independently performs complex professional work involving research and analysis; identifies options and recommends the most viable solution. General Professional V:

Independently performs highly complex professional work; may supervise a staff of professionals; may serve as a project or team leader or senior specialist. General Professional VI:

Plans and coordinates a staff of professionals; may serve as a technical expert with high impact responsibilities. Selective Certification Requirement (Rail Transit Safety and Security Experience):

The required one year of experience must include demonstrated knowledge of rail transit systems; rail transit safety and/or security standards, rules and regulations; risk assessment and mitigation practices; research and evaluation methods; and the ability to evaluate and develop rail safety and security standards and ensure compliance with laws, rules and regulations; prepare and submit required federal reports. Supervisory Experience:

One year of supervisory work experience which included planning, organizing, scheduling, and directing the work of others; assigning and reviewing subordinates\' work; advising on difficult problems; training and developing subordinates; evaluating performance and disciplining when necessary. Relevant substitution as described in the Minimum Qualification Requirements applies. This does not apply for the Rail Transit Safety and Security Experience. License:
