Utilities Planning Senior Engineer . The role supports the City by identifying existing or future deficiencies, proposing solutions, supporting projects through to completion, coordinating with other staff, agencies and regional partners, and other related duties. The successful candidate may be familiar with storm and surface water, water, and wastewater systems and their associated capital projects. Essential Duties and Responsibilities
Initiates major capital investment program (CIP) projects and/or other capital programs or projects; oversees project scope, schedule and implementation. Coordinates with operations and maintenance staff and the Utilities Asset Manager to identify system deficiencies and potential CIP projects. Participates on CIP project teams, representing the Planning section and ensuring project criteria and goals are met. Supports biannual development of the City’s CIP budget, including project identification, prioritization, cost estimating, resource loading and scheduling. Manages or supports planning studies such as the Water System Plan, Wastewater System Plan, and Storm and Surface Water System Plan updates. Coordinates with adjacent utilities and regional partners on policy matters, interlocal agreements, and joint projects. Coordinates with the Transportation Department to identify conflicts and opportunities with utility infrastructure on transportation projects. Performs complex engineering analysis; prepares cost estimates; administers consultant contracts; coordinates with private utilities. Manages project scope, budget, schedule and contracts; provides budgeting analysis and reviews services, permits and site conditions. Oversees field investigations to identify problems, assess feasibility, evaluate alternatives; coordinates with construction staff and contractors in the field as needed. Works with water and sewer system modeling staff to analyze capacity and identify needs, informing decisions on extensions and future CIP projects. Supports programs to assess condition of utility infrastructure using data and database software. Manages public involvement on complex projects and communicates with the public, city staff, external consultants, and outside agencies on project issues and schedules. Reviews private development plans for conflicts/opportunities; monitors developer extensions to completion. Assists in developing engineering standards and provides technical support to other divisions and departments. Participates in policy, code, and procedure development for Utility management, design and construction. Conducts or oversees engineering analysis for planning studies; presents results to audiences including engineers, managers, and Council. Coordinates public involvement programs; responds to resident requests. Conducts site/field visits as needed; represents the City as an expert witness when required. Supervision Received and Exercised
Works under general supervision of the Utilities Planning Manager. May supervise or lead the work of engineering staff, interns and consultants. Qualifications
Knowledge, Skills, and Abilities
Thorough knowledge of civil engineering principles, practices and methods as applicable to City utilities. Thorough knowledge of applicable City policies, laws, and regulations affecting division activities. Considerable skill in cost estimation for complex projects; ability to handle complex engineering issues. Ability to conduct engineering research and compile comprehensive reports. Ability to use City software, databases, and spreadsheets; effective written and oral communication; ability to interact with diverse audiences. Ability to apply sound engineering judgment under pressure and understand liability issues related to utilities. Ability to manage permits and obtain permits for projects; proficiency with Microsoft Office Suite, engineering applications, and data management software. Education, Experience, and Other Requirements
Graduation from an accredited four-year college or university with a degree in civil engineering or related field. Five or more years of professional experience in utilities engineering. Project management experience. Washington State Professional Engineer license required. Washington State Driver's License required or ability to obtain within 6 months. Supplemental Information
