Integrating People and Process Through Service, with a strategic emphasis on integrating people and process, and proven, documented project management methodology for internal and external management while maintaining a strategic and financial focus on an organizations most important component it's people ; "Love Thy Customer; Love Thy Work; Love Thy System" Business Management Associates (BMA) is seeking a Position Classification Specialist with broad based position description writing in a public sector environment utilizing the Factor Evaluation System; Demonstrates ability to conduct desk audit interviews with employees and management officials for the purpose of ascertaining the duties, responsibilities, skills, knowledge, and abilities necessary to successfully perform the job requirements of the position being evaluated; Demonstrates ability to apply the appropriate U.S. Office of Personnel Management (OPM) classification standards to the existing or proposed position description written in the Factor Evaluation System (FES) format; Knowledge of the FES format and the ability to reduce the results of the classification analysis to writing in a FES Evaluation Statement; Strong oral and written communication skills. Knowledge and skill in making Fair Labor Standards Act (FLSA) determinations. Demonstrated knowledge and application of position management principles, practices, and methods. RESPONSIBILITIES & DUTIES:
Conduct desk audits, reviews, or other fact-finding studies and can determine position classifications and write evaluations in accordance with OPM and agency standards and practices. Participates in or conducts position management reviews to determine whether positions are adequate and properly classified. Classify positions to correct pay plan, title, series, and grade per OPM and agency guidelines and policies to include providing a written classification evaluation and analysis. Determine correct Fair Labor Standards Act (FLSA) for reviewed positions, including drafting of justification of FLSA determination. Will contact requesting official to obtain additional information or to clarify duties/responsibilities in proposed position description. Prepares written evaluation statements to substantiate findings in appropriate agency format using proper classification standards. Writes position descriptions to OPM standards. Conduct special projects as required or assigned, e.g., plan and manage minor reorganizations, conduct studies, and prepare reports, and the use of project planning and tracking. Provides advice and assistance to program officials on operating classification matters pertaining to new or revised organizational structures (reorganization, functional changes). QUALIFICATIONS & REQUIREMENTS
Must have extensive background in federal classification and pay grades Must have demonstrated experience conducting desk audits, reviews to determine position classification. Experienced with Fair Labor Standard Act (FLSA) determinations and utilizing Factor Evaluation System (FES) format. Applicants selected will be subject to a government background investigation and must meet eligibility and suitability requirements. EDUCATION & EXPERIENCE
Bachelor\'s Degree required Five (5) years\' federal Human Resources experience and five (5) years of Federal classification experience.
