PMAT is seeking two (2) Test & Evaluation (T&E) Systems Engineers with experience supporting shipboard Navy C4ISR systems. This role supports the verification, validation, and integration of complex combat and communications systems, requiring both hands-on hardware experience and strong analytical, organizational, and documentation skills. Ideal candidates may have experience as a TAO, JICO, OPS Officer, or seasoned OS, ET, or IT. A background in Live-Virtual-Constructive (LVC) environments or operational kill chain integration is a strong plus. Responsibilities
Support Hardware-in-the-Loop (HWIL) testing, validation, and verification activities for Navy C4ISR systems. Assist in the design, planning, execution, and reporting of Developmental and Operational Test events. Translate mission-level objectives into measurable test objectives and actionable test tasks. Develop technical test documentation, including Quick Reference Guides, Install Manuals, and Comprehensive User Guides. Conduct data analysis and track bugs and discrepancies across test phases. Create and maintain test schedules, track action items, and support presentations to senior leadership. Facilitate coordination across multiple stakeholders, test teams, and government customers. Support fleet user documentation validation and report verification. Required Skills and Experience
Experience with Navy shipboard C4ISR systems and tactical data link environments. Experience in Developmental or Operational Test and Evaluation (T&E) environments. Familiarity with systems like Link 16, CANES, ADNS, BFTN, TTNT, IBS, GBS, and AEGIS. Excellent communication skills and the ability to present findings to technical and non-technical audiences. Proven organizational skills with experience using Microsoft Project, PowerPoint, and Atlassian tools (Jira/Confluence). Knowledge of CASREP processes and operational readiness tracking. Demonstrated experience in writing and verifying Interface Control Documents (ICDs), test reports, and user documentation. Preferred Skills and Experience
Prior military or civilian roles such as TAO, OPS Officer (TAO qualified), JICO, or advanced OS/ET/IT. Experience in LVC (Live Virtual Constructive) simulation and test environments. Familiarity with kill chains and integrating operational- to tactical-level mission threads. Experience tracking test objectives and mission decomposition. Exposure to Agile test methodologies and Atlassian tools (Jira/Confluence). Prior experience supporting C4ISR system installs or upgrades in fleet units. Education and Certification
Bachelor’s degree in Systems Engineering, Electrical Engineering, Computer Science, or related field. Equivalent military experience may be considered in lieu of degree. T&E certifications or DAU credentials are a plus. Citizenship and Clearance requirements
U.S. Citizenship required Active Secret clearance required; TS/SCI clearance preferred Location
Primarily onsite in the San Diego, CA area. (NIWC Seaside and OT4) Travel
Travel may be required to support test events, installations, fleet coordination, or stakeholder meetings. Under 25% Work Environment
PMAT offices as needed. In some cases, work in a government facility may be required. Travel may be required for customer engagement, team coordination, and potentially for business development.
