Technical Superintendent (Marine) Contract

Core Responsibilities
Governance & Compliance: Ensure the offshore complex operates in strict compliance with all international maritime, offshore safety, and environmental legislation as well as corporate HSEQ policies.
Governance & Compliance: Act as the legal duty holder and ultimate authority for health, safety, security, welfare, and discipline of all personnel onboard.
Governance & Compliance: Lead continuous adaptation of operational procedures in response to evolving regulatory frameworks and offshore best practices.
Safety Leadership & Workforce Development
Design, implement, and continuously refine a comprehensive and proactive safety program, embedding safety culture across multi-disciplinary crews.
Commission bespoke safety and technical training modules, ensuring competence assurance and compliance with international certification requirements.
Assess performance at both individual and team levels, identifying gaps and enforcing development pathways.
Operational Coordination & Stakeholder Interface
Act as the principal liaison with onshore groups, joint-venture partners, and regulatory bodies, ensuring end-to-end procedural compliance and alignment with broader field development strategies.
Oversee real-time integration of production planning, drilling/wireline schedules, and maintenance operations, ensuring optimal resource allocation.
Maintenance, Shutdown & Asset Integrity
Develop and execute long-term asset integrity strategies, balancing short-term production targets with long-term facility preservation.
Plan, authorize, and control all planned shutdowns, corrective interventions, and construction activities, ensuring risk-based prioritization without jeopardizing hydrocarbon production.
Exercise authority over marine and aviation logistics—approving vessel traffic, aircraft movements, and accommodation barge operations within the field.
Emergency Preparedness & Crisis Command
Assume absolute command of the installation during emergency conditions, irrespective of seniority of visiting personnel.
Direct fire, gas, evacuation, and emergency response protocols, including decision-making on partial/full facility shutdowns.
Coordinate with the Emergency Communication Center (ECC), activating contingency measures per the approved Emergency Response Plan.
Conduct frequent scenario-based emergency drills, auditing effectiveness of response teams and updating procedures accordingly.
Audit, Incident, and Performance Assurance
Ensure full-cycle management of incidents, near-misses, and audit findings, from investigation and root-cause analysis through corrective action and workforce dissemination.
Convene and chair daily operations reviews, cross-functional planning meetings, and structured safety stand-downs, ensuring follow-through and closure of actions.
Accommodation, Welfare & Logistics Management
Oversee accommodation, catering, sanitation, and medical facilities, ensuring compliance with offshore welfare standards.
Authorize allocation of beds, helicopter seats, and survival craft capacity based on operational and emergency requirements.
Enforce strict controls on the handling, storage, and disposal of hazardous and non-hazardous waste in line with MARPOL and environmental guidelines.
Marine Terminal & Export Operations
Direct marine terminal operations for loading/export tankers and ensure synchronized coordination with engineering boats, accommodation barges, and support vessels.
Maintain operational readiness during major shutdowns, minimizing disruptions to production and export schedules.
Troubleshooting & Optimization
Diagnose abnormal plant behavior and direct remedial strategies, including production rerouting, partial system shutdowns, or optimization of gas production trains.
Provide real-time guidance to subordinate teams on complex, multi-system failures, balancing production continuity with asset integrity.
Qualifications
Bachelor of Science in a relevant Engineering discipline or equivalent.
15 years broad process / production background, with at least five (5) years as supervisory level in oil and gas process operations (processing plants).
