Synergy ECP Synergy ECP is seeking a highly motivated Capture Manager to lead capture efforts for strategic federal government opportunities. The Capture Manager will drive all phases of the capture lifecycle, from opportunity identification through proposal submission, collaborating closely with business development, technical teams, and proposal staff to win new business. This position is ideal for someone who understands the nuances of federal procurement and thrives in a dynamic and fast-paced, growth-oriented environment. Key Responsibilities
Capture Strategy & Planning - Develop and execute comprehensive capture strategies to secure targeted opportunities. Analyze and shape customer requirements, acquisition trends, and competitor positioning. Conduct SWOT analyses and Black Hat reviews. Manage capture plans, call plans, and win strategies that align with corporate strategic goals and in accordance with the Synergy ECP Business Acquisition Process (BAP). Customer & Stakeholder Engagement - Build and sustain effective relationships with key government stakeholders, decision-makers, and partners. Lead client engagement initiatives to better understand customer pain points and priorities. Team Coordination & Leadership - Lead capture teams including technical SMEs, pricing, contracts, and proposal development staff. Coordinate and guide activities like solutioning, teaming strategy, and pricing to ensure readiness for RFP release. Proposal Development Support - Work closely with proposal managers to ensure compliant, compelling proposals aligned with the win strategy. Provide critical input for executive summaries, discriminators, and themes. Participate in color team reviews and contribute to proposal content development. Market & Opportunity Intelligence - Leverage tools such as SAM.gov, GovWin, and internal CRM systems to track opportunities. Maintain situational awareness of key agency procurements, budgets, and upcoming solicitations. Maintain situational awareness of the competitive landscape to position capture plans and identify levers to improve probability of win. Required Qualifications
Bachelor’s degree in Business, Engineering, or related field; advanced degree preferred. Minimum of 3 years of experience in GovCon industry. Proven track record of leading and winning federal contracts in primary or supporting role (DoD, IC, DHS, or Civilian agencies). Strong understanding of the federal acquisition lifecycle (FAR, DFARS). Excellent communication, leadership, and organizational skills. Ability to lead multi-disciplinary teams and influence without direct authority. Preferred Qualifications
Experience supporting classified programs or holding active security clearance (e.g., TS/SCI). Familiarity with Shipley or similar business development methodologies. Knowledge of pricing strategies, technical solution development, and contract vehicles (GWACs, IDIQs, OTAs, etc.). Work Environment & Travel
Remote or hybrid work environment depending on location and customer requirements. Occasional travel (10–20%) for client meetings, industry events, and capture activities. Benefits
