About Sunrise Water Authority Sunrise is a public drinking water utility serving the fastest growing community in Oregon. We’re focused on meeting the future drinking water needs for the area through an innovative 20-year capital improvement program. We’re looking for a Senior Engineer to join our team and lead that effort through planning, design, procurement and construction. This is an exciting opportunity for an individual who is passionate about water and wants to contribute to the success of essential public infrastructure projects.

Position Overview The Senior Engineer will lead our capital improvement program that includes the design and construction of a series of major transmission, storage, and pumping projects, along with a variety of replacement and resiliency projects. This is also a great opportunity to work in a collaborative professional environment, train and mentor staff, and be a part of a growing and dynamic public organization.

Desired Qualifications The ideal candidate will bring a solid background in civil engineering, a thorough understanding of public water systems, and the ability to oversee multiple projects simultaneously. The role requires strong project management skills, technical expertise, and a commitment to delivering high-quality, cost-effective solutions for the organization and the community we serve. Candidates with supervisory experience and knowledge of public construction contracting, bidding, and project management are a plus.

Assist in capital project planning and delivery for public drinking water systems

Conduct asset management and emergency resiliency planning

Scheduling and delivery of renewal and replacements projects

Prepare and review design and bid documents for procurement of construction services

Participates in preparing RFPs and hiring of consultants and contractors

Oversee the processing of development applications and approve design of new infrastructure

Manage consulting and construction services related to capital project delivery

Prepare project related reports, spreadsheets, databases, and technical materials

Assists with programmatic budgeting and staff supervision

Able to lead work groups and responsible for team outcomes

Model superior customer service and professionally represent organization in public

Bachelor's degree in engineering plus 8 or more years’ experience in the design and construction of public infrastructure

Licensed professional engineer in Oregon (or able to obtain registration through reciprocity within six months of hire)

Working knowledge of public construction contracting, bidding and project management

Familiarity with codes, regulations and standards related to public drinking water systems

Valid Oregon Driver’s license and clean driving record
