Navy Region Southwest Fleet and Family Readiness (FFR) . Incumbent provides appropriate specialized developmental care and instruction for children and youth ranging in age from 6 weeks to 18 years in one or more CY programs. This includes guidance, assistance, and mentoring for the CY Program Assistants. The incumbent works under the direction of the supervisor or other qualified higher graded employee, who provides guidance on scope of assignments and assistance on more complex, nonroutine problems encountered. Responsibilities
Mentor
– Mentor CY Program Assistant team; work with senior employees to provide instruction and training; assist in completing the Standardized Module Training; translate training into practice through mentoring, guiding, and role-modeling; model appropriate behaviors and techniques for working with children and youth; provide suggestions and recommendations to credential practicum candidates; assist the Training and Curriculum (T&C) Specialist with recording observations and charting progress; consult with the T&C Specialist for guidance on strategies to support professional development. Curriculum
– Plan activities based on observed needs; implement activities and special events with the T&C Specialist, supervisor, and CY Program Assistants; incorporate parental guidance and special instructions; prepare and implement options for children and youth with special requirements; assist with homework and life skills; adjust activities as needed; set up displays and bulletin boards; arrange for snacks or meals where applicable. Indoor and Outdoor Environment
– Prepare and maintain activity areas and materials; suggest improvements; inventory equipment and replenish supplies; secure supplies, equipment, and facilities. Interactions and Relationships
– Encourage participant interest and promote positive interactions among children, youth, and adults; interact with participants using approved child guidance and youth development techniques. Supervision of Children and Youth
– Provide care, supervision, and accountability in compliance with DoD, NAF, and local installation policies; maintain control of and account for whereabouts and safety; ensure authorized departures per parental instructions; oversee arrivals/departures; supervise daily activities, field trips, and events. Parent and Employee Communication
– Interact professionally with employees, parents, and local installation personnel; participate in conferences with parents, employees, school representatives, and command personnel; brief other employees and parents. Assessment
– Observe and document developmental progression and concerns; assist with assessment tasks as needed. Compliance
– Ensure the assigned area achieves and maintains standards for DoD certification and national accreditation or equivalent; ensure compliance with applicable laws, policies, and regulations for DoD CY programs. Additional Responsibilities
– Collect, maintain, and report program participation data; perform other related duties as assigned; a complete list of duties will be provided at hire. Requirements
This position is identified as a Test Designated Position (TDP). Pre-employment and random drug testing is required. Must satisfactorily complete all background checks for child care positions (fingerprint checks, Tier 1 with Child Care check, and SCHR check). Must successfully pass the E-Verify employment verification check; any discrepancies must be resolved as a condition of employment. Must pass a pre-employment physical, provide evidence of immunizations, be free of communicable diseases, and obtain appropriate immunizations. Must obtain and maintain appropriate security clearance as needed. Ability to complete required training certificates and maintain certifications/credentials required by Federal, State, and/or national accreditation bodies used in DoD CY Programs. Participation in Direct Deposit/Electronic Funds Transfer within the first 30 days of employment. Starting May 7, 2025, non-affiliated individuals requesting access must have a REAL ID-compliant driver’s license or another acceptable form of identification to access CNRMA Installations. A qualified candidate possesses the following: Knowledge of developmentally appropriate programs to meet physical, emotional, social, and cognitive needs of children and youth from 6 weeks to 18 years of age. Knowledge of child and youth development principles, practices, and techniques. Skills to apply Federal and State laws governing detection and prevention of child abuse/neglect. Ability to understand interests and motivations of individuals and groups in a CYP environment. Skill in program planning, organizing, and employee scheduling. Leadership, mentoring, and guidance abilities for CY Program staff. Ability to identify and respond to emergency situations. Ability to train employees on topics including recognition and identification of childhood illnesses and child abuse, etc. Ability to develop curriculum outlines and lesson plans/guides. Strong English communication skills (oral and written) and interpersonal abilities. One year of experience at the CY-02 (GSE-04) level or equivalent, demonstrating knowledge of and competency in developmentally appropriate programming for children and youth. Education
Completion of DoD Standardized Module Training AND 12 months experience at the CY-II (GSE-04) level, OR Child Development Associate (CDA) credential or Military School-Age (MSA) credential AND 12 months experience at the CY-II (GSE-04) level, OR A minimum of a 2-year degree in Youth Development, Child Development or a related field AND 12 months experience at the CY-II (GSE-04) level. If your degree has not yet been awarded and/or you possess certificates of completion for DoD approved competency-based training courses, or a valid CDA/MSA credential, you must provide a copy of your HS Diploma or equivalent. Additional Information
Executive Order 12564 requires a Federal workplace free of illegal drugs. DoD policy prohibits marijuana use; a positive drug test can result in withdrawal of a job offer or disqualification for 6 months. All individuals in DoD child care services must complete the Installation Records Check (IRC) and related background checks per DoDI 1402.05.
