The Senior Product Manager leads the strategic direction, execution, and continuous evolution of digital product portfolios that deliver measurable value across the County. This role drives County-wide product strategy, aligns multiple product teams, and ensures that solutions meet long-term operational, policy, and user goals. The Senior Product Manager champions cross-functional collaboration, design thinking, innovation, and equitable service delivery, while mentoring product owners and influencing enterprise decisions. Duties
Define and oversee a County-wide digital product vision aligned with strategic goals and public service outcomes. Guide product teams in delivering high-impact, scalable, and sustainable solutions across multiple domains. Ensure delivery aligns with enterprise architecture, operational priorities, and equity frameworks. Lead enterprise planning for major platform enhancements, migrations, and user experience initiatives. Establish long-term product success metrics and ensure teams are equipped to meet them. Anticipate service delivery risks, roadblocks, and systemic challenges; lead mitigation efforts. Partner with operational leaders to ensure solutions are supportable, maintainable, and resilient. Serve as a champion for innovation and technology adoption across County departments. Lead product portfolio planning, resource alignment, and delivery governance at the enterprise level. Establish cross-team product management standards, playbooks, and delivery frameworks. Create transparency through dashboards, KPIs, OKRs, and executive-level reporting. Partner with budget, procurement, and compliance teams to ensure delivery efficiency and accountability. Drive prioritization processes that align funding, staffing, and delivery timelines. Optimize cross-platform coordination and integration across multiple departments or systems. Identify delivery bottlenecks and lead organization-wide improvement initiatives. Align product operations with cybersecurity, legal, accessibility, and records compliance. Collaborate with enterprise architects and technical leaders to shape platform vision and ecosystem strategies. Influence long-term architectural planning and technology investment decisions. Ensure products align with County-wide modernization, interoperability, and digital transformation efforts. Guide development of platform roadmaps, data integration strategies, and shared components. Participate in innovation planning, proof-of-concept pilots, and solution evaluations. Promote scalable, reusable, and modular design across the product ecosystem. Align product decisions with policies around privacy, open data, and civic transparency. Advocate for inclusive, user-centered design across public-facing and internal platforms. Lead County-wide product performance and health assessments. Institutionalize continuous improvement practices across all product teams. Define enterprise benchmarks for quality, usability, and accessibility. Promote data-informed iteration, rapid learning, and experimentation at scale. Drive resolution of long-standing technical debt, service gaps, or operational constraints. Guide post-implementation reviews and ensure lessons learned translate into action. Support development and use of product maturity assessments. Champion a culture of accountability, transparency, and iterative improvement. Lead a matrix team of Product Owners, UX designers, and cross-functional partners. Provide coaching, mentorship, and professional development to product team members. Define workforce planning strategies to meet evolving technology and service delivery needs. Support recruitment, succession planning, and skill-building across product teams. Foster a collaborative, user-centered product culture across the organization. Oversee team performance management, feedback, and recognition processes. Lead internal product community development and knowledge-sharing initiatives. Act as a trusted advisor to County executives, department directors, and external partners. Align product portfolios with County-wide policy, funding, and community priorities. Build and maintain partnerships with residents, nonprofits, and regional collaborators. Represent product strategy in executive committees, governance boards, and public forums. Guide stakeholder engagement planning for enterprise platforms and public services. Translate technical strategy into outcomes that resonate with policy and business leaders. Support public communications, community engagement, and co-design efforts. Champion digital equity and inclusion through engagement with historically underserved communities. Perform other duties as assigned. Qualifications
Bachelor’s degree in Business, Public Administration, Computer Science, or a related field; Master’s degree preferred. 6+ years of progressive experience in digital product management, product strategy, or related fields. Experience leading product teams and complex enterprise-wide initiatives. Deep understanding of product lifecycle management, human-centered design, and agile delivery methodologies. Proven ability to influence cross-functional stakeholders and executives. Strong strategic thinking, analytical, and problem-solving skills. Excellent written and verbal communication skills. Commitment to equity, inclusion, and public service innovation. Preferred Qualifications
Experience with large-scale government or public sector technology programs. Familiarity with enterprise architecture, cybersecurity, and compliance frameworks.
