Overview

Oracle Subject Matter Expert (Remote) — CMiT (Crystal Management | CMIT). This role supports Task Order 1 (TO1) under the PPM program, aiding the transition of the PRISM system into the PROMIS environment. The Senior Oracle Software Developer enables development and integration from PROMIS to CEFMS systems, leading the integration between PROMIS Oracle Databases and CEFMS Oracle Databases, including data extraction, tailored database objects, APEX application development, dataset customization, report generation, cloud migration, and workflow automation. This position requires a full understanding of the USACE CEFMS database and USACE PROMIS Legacy interfaces to CEFMS. This is a fully remote opportunity. Responsibilities

Develop PL/SQL package code to extract data from the Oracle Database for custom reporting tables to support CEFMS functionalities. Create scripts to define and build tailored database objects such as tables, indexes, triggers, and views to meet CEFMS requirements. Assist with integration of PROMIS APEX modules with CEFMS Oracle Database for real-time reports, updating records, scheduling jobs, and triggering workflows. Ensure seamless integration and testing of database functionality within the Oracle Cloud by migrating components, including package codes and report files. Assist with development of Oracle Cloud Interfaces and APEX applications to interact with PROMIS and CEFMS Oracle Databases and updates to data and records. Provide cloud deployment support by testing and validating the migration of Oracle Database components to Oracle Cloud using APEX modules. Participate in development of PROMIS Workflows and complete comprehensive solution development. Create technical artifacts to support development and operations within SDLC guidelines and architecture diagrams. Write quality code that meets standards, performs unit/system/automated testing, and coordinates user acceptance testing. Adhere to Agile and DevOps methodologies with an iterative development approach; diagnose and debug production issues; perform root cause analysis. Analyze, test, and implement application designs to support various business applications; maintain and improve technology proficiency; learn and adapt to new technologies. Other duties as assigned. Education/Certification Required

Bachelor's degree in related field or discipline or equivalent experience CompTIA Security+ CE certification or DoD 8570 IAT Level 2 compliant certification (e.g., CCNA, Security+, CySA+, GICSP, GSEC, CND, SSCP) or higher within 6 months. Qualifications Required

Minimum of 10 years of software development lifecycle experience Minimum of 3 years with Oracle Database Ability to work remotely in a remote/telework environment Availability for periodic on-call responsibilities Preferred Qualifications

Understanding of USACE CEFMS database and PROMIS Legacy interfaces to CEFMS Expertise in writing PL/SQL to extract, manipulate, and load data into Oracle Database tables for CEFMS reporting and data management Proficiency in designing and developing APEX modules for real-time reports, workflow automation, and database updates Experience in designing and developing models, layouts, and reports for CEFMS Ability to design relational databases using ERDs, create database objects (tables, indexes, triggers, views) for CEFMS Knowledge of migrating Oracle Database components to Oracle Cloud and post-deployment testing Clearance Required

Must be a U.S. Citizen. Must be able to pass a background investigation to obtain or maintain the required security clearance. Physical Requirements
