Seattle Public Utilities’ (SPU) Drainage and Wastewater (DWW) line of business plans, builds, operates, and maintains Seattle stormwater and wastewater infrastructure, and works with businesses and communities to prevent, control and respond to pollution. DWW is looking for a Drainage and Wastewater Area Planner who will be responsible for developing neighborhood-scale utility plans to solve drainage and wastewater system challenges and deliver community co-benefits. In this role you will be responsible for both the technical planning and community engagement elements of plans that tackle a diverse set of issues and cover a variety of geographic areas throughout Seattle. The resulting area plans will ensure that future SPU investments achieve the Community Vision for Shape Our Water, a community-centered plan for the next 50 years of resilient drainage and wastewater systems (www.shapeourwater.org). Base pay range: $54.28/hr - $63.26/hr Responsibilities
Lead the development of area plans for the city’s drainage and wastewater systems. Scope area planning efforts; oversee planning processes; coordinate planning activities; establish planning goals, budgets, schedules and criteria; secure approval of final area plans from SPU leadership. Develop and negotiate consultant scopes of work and oversee consultant support of planning efforts. Prepare planning documents and develop technical planning reports to inform area plans. Coordinate planning and outreach with leads from other City departments operating in the same areas as SPU. Lead community and stakeholder engagement activities associated with area planning, including strong interdepartmental coordination. Foster collaborative relationships with diverse communities and stakeholder groups throughout Seattle. Prepare and present planning projects to community members, stakeholders, and department decision makers, elected officials, and their staff. Qualifications Experience: Requires three years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation; OR other work directly related to City planning and development activities; AND Education: A baccalaureate degree in planning, urban design, environmental studies, public administration or related field (or equivalent background). Desired Qualifications Ability to produce and deliver persuasive policy briefs, strategic frameworks, planning documents, and presentations that clearly communicate to community, policymakers, and businesses. Ability to facilitate dialogue around diverse perspectives to move toward innovative solutions. Understanding of how science, data, and performance measures (including geo-spatial and racial/social correlations) support decision making and investments. Skill in building trusting relationships with diverse groups and elevating voices of communities, especially those least heard. Ability to identify and cultivate partnerships with other departments, agencies, and businesses as needed. Familiarity with GIS, hydrologic/hydraulic modeling, geotechnical analysis, and green stormwater infrastructure design. Work Environment/Physical Demands
Work is typically performed in an office environment. Hybrid work schedule: option to work remotely two days per week; schedules coordinated with supervisor. Occasional evening work to attend community meetings. Additional Information
