Job Summary
Battelle is seeking a Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Program Analyst for full-time work in Alexandria, Virginia supporting the Irregular Warfare Technical Support Directorate (IWTSD), Technical Support Working Group (TSWG). The IWTSD/TSWG develops capabilities for irregular warfare and delivers those capabilities to DoD components and interagency partners through rapid research and development, advanced studies, and technical innovation. The CBRNE subgroup focuses on CBRNE situational awareness and threat analysis, protection and response, and detection and identification. The candidate should have at least 5 years of experience in project management, preferably focused on Chemical or Biological systems development, testing, and/or operations, and will manage CBRNE topics for an organization that rapidly identifies and develops capabilities for the Department of Defense, Intelligence Community, and other government organizations. Responsibilities
Ensure successful execution and delivery of multiple research and development projects in support of the Department of Defense, the Intelligence Community, the Interagency, and international partners. Provide technical and operational advice and assistance related to CBRNE projects. Facilitate and manage the CBRNE portfolio at a programmatic level, in close coordination with the Government Program Manager. Support operational planning, testing, system fielding, and sustainment efforts. Assist with requirements gathering and definition (translating operational gaps into actionable requirements). Communicate verbally and in writing; maintain effective working relationships with a broad range of operational users, technical developers, and government program managers. Assist in solicitation preparation and coordinate the source selection process. Provide technical advice and assistance; review proposed solutions for technical feasibility (Quad Charts, White Papers, and Full Proposals). Develop procurement packages from Broad Agency Announcements (BAAs) and other vendor solicitations (Statements of Work, Technical Evaluations, Independent Cost Estimates, Contract Data Requirements List, etc.). Participate in Kick-Off Meetings, Preliminary Design Reviews, Critical Design Reviews, and related activities (travel required). Plan, organize, execute, analyze, and perform technical work; manage project resources, budget, deliverables, and other project management activities for multiple projects. Assist with project and financial management to ensure successful delivery within scope, cost, and schedule. Manage project stakeholders; communicate project data, status, and technical needs; address risk, issues, and opportunities with internal and external stakeholders. Monitor and report program commitments, obligations, expenditures, contract performance, and program status; analyze and track financial and technical metrics. Prepare technical and financial information for briefings, presentations, and status reports. Write concise recommendation papers and longer analytical reviews. Support project operational planning, testing, system fielding, and sustainment efforts. Contractor personnel performing such services shall sign a non-disclosure agreement. Key Qualifications
At least 5 years’ experience in chemical, biological, radiological, and/or explosive systems development, testing, and/or operations. Master of Science degree in a CBRNE-related field. A minimum of 5 years of project management experience, preferably in an RDT&E environment. Familiarity with project budgeting and financial and schedule tracking. Experience in DoD CBRNE operations. Must be a US citizen with an active SECRET DoD Security Clearance. Must be eligible to obtain and maintain a TOP SECRET (TS)/SCI clearance. Preferred Qualifications
Broad technical and/or operational background and willingness to take on new challenges; capable of working with diverse multi-functional teams and influencing multiple stakeholders internal and external; excellent word processing and computer skills (Microsoft Office, SharePoint, Adobe Acrobat Pro). Experience in DoD Special Operations and experience with government contracts in a research and development (R&D) environment are preferred. Benefits
