Overview
The Mayor’s Office of Employment Development (MOED) coordinates and directs workforce development initiatives to enhance and promote the local economy. YouthWorks is one of Baltimore City’s youth employment programs under MOED. This is a youth job development position focusing on marketing to employers and delivering employability services to youths participating in YouthWorks Private Sector and Career Connections programs.
Responsibilities
Markets YouthWorks Private Sector programs to employers and develops jobs for in- and out-of-school youth served by youth services in both virtual and in-person settings as applicable.
Reviews employer applications and registrations, approving applications based on criteria (budget for payroll, worksite safety, signed MOU).
Conducts site visits to partner worksites to ensure safe, compliant environments for youth employment.
Reaches out to employers to secure new partnerships, aiming for at least five new employers per week for the YouthWorks Private Sector program.
Collaborates with Job Coaches to arrange job interviews and refers youth to customized training or other employment activities.
Coordinates and facilitates employer activities (e.g., job fairs, mass recruitment sessions, pre-screening workshops, networking events).
Assists with delivery, preparation, and coordination of YouthWorks Private Sector job readiness and YouthWorks Academy workshops (virtual or in-person).
Maintains an accurate and current posting of available job openings.
Spent 2–3 days per week cultivating new employer relationships for YouthWorks Private Sector positions.
Assists with invoicing employers for payroll reimbursement timecard verification, roster confirmation, and final payment.
Qualifications Minimum Qualifications:
Education:
Have completed two years of college at an accredited college or university.
Experience:
Four years of sales experience or experience in employment, training, or related fields requiring marketing the program or services; two years of counseling and job placement experience preferred.
Equivalency:
An equivalent combination of acceptable education and experience.
Additional Requirements
Ability to pass a mandatory criminal background check
Valid driver’s license and access to a reliable personal vehicle to travel to partnering worksites
Willingness to use personal vehicle for assigned duties daily as needed
In-person work schedule from 8:30 am to 4:30 pm, Monday through Friday; occasional evenings and weekend hours may be required
Licenses, Registrations, and Certifications Valid Maryland Class C Noncommercial driver’s license or equivalent; eligible to obtain a Baltimore City driver’s permit. Provisional driver’s license or learner permits are not acceptable. Upload a copy of your valid driver’s license with the application.
Knowledge, Skills, & Abilities
Sales experience is a plus; ability to establish and maintain effective working relationships with clients, employers, and colleagues
Effective written and oral communication; ability to analyze reports and materials
Ability to engage audiences in-person or virtually
Understanding of MOED policies and the public/private sectors’ personnel practices
Ability to interpret and explain Federal laws, regulations, and MOED policies
Strong presentation and proposal development abilities
Detail-oriented, organized, and capable of working independently
Proficiency with virtual platforms (Webex, Zoom, Google Meets, Teams) and MS Office
Additional Information
Background Check: Final candidates may be required to complete a criminal background check and/or fingerprints
Probation: A mandatory six-month probation period applies
