Overview
Under the supervision of the Chief of Police, will assist in maintaining the department's continued and efficient operation, the enforcement of rules and regulations within the department as well as assistance with the department's relations with businesses, citizens, local government and other related agencies. Work may involve operational activities and administrative duties to include strategic planning, budget proposals, grant management, coordination and management of operational and contingency plans. May be responsible for the supervision of non-standing units. Expected to be actively involved in conflict resolution and mentoring. Will represent the department at City, civic, and other policy meetings as needed. In the absence of the Chief of Police may assume the powers, duties and responsibilities of the Chief of Police, subject to any limitations set by the Chief. Develop good morale, teamwork, and encourage positive attitudes toward the department and its objectives, the performance of duties, and the public. Direct supervisor of appropriate division commanders, to include completing annual performance evaluations, mentoring, leading and ensuring commanders have appropriate command and leadership training. Review division goals and monitor performance metrics. Attend meetings with other City employees when requested or necessary. Present information to the Mayor, Council Members and City Leadership as needed or directed by the Chief of Police. Develop and recommend departmental goals, objectives, policies, regulations and procedures based upon the needs of the City and the department, continually evaluating the effectiveness and responsiveness of the department. Participate in the preparation and justification of the annual departmental budget and monitor departmental expenditures. Review departmental procedures, practices and functions; make recommendations necessary to improve police operations. Participate in staff meetings and review of personnel plans. Respond to and take command of major incidents. Represent the department with civic organizations, public interest groups, elected representatives, schools, etc. by attending meetings related to public safety problems and criminal justice. Assist in the review and comment on proposed criminal or traffic ordinances. Prepare and/or comment on relevant policy and procedure drafts. Provide supervision to non-standing unit commanders or personnel as appropriate. Responsible for the planning, annual update, and implementation of contingency plans for response to unusual occurrences, including man-made or natural disasters, civil disturbances, and planned events such as the July 4th Parade. In the absence of the Chief of Police, advise the City Manager and City Council on crime trends, parking and traffic issues and policies. Receive citizen compliments, information requests and complaints by letter, phone or in person and forward or investigate same following established policy and procedures or as directed by the Chief of Police. Act as liaison with other departments to facilitate police department operations and community needs. May be responsible for the coordination of grievances, file maintenance and annual review of grievances. Coordinate strategic planning & research activities. Act as coordinator for mutual aid agreements between outside agencies and jurisdictions. Participate in administering the department's role in promotion processes as directed by the Chief of Police. May coordinate or manage grant applications and related projects. Perform related work as required. Participate in preparation and administration of Department Fiscal Plan. Assist the Chief of Police in implementing changes, procedures, policies, and protocols. Keep the Chief of Police informed of department business and activities. Two year’s working experience at the rank of Captain with the City of Fairfax Police Department. Must have a minimum of 5 years of law enforcement supervisory or management level experience at the rank of sergeant or above. Must have received no disciplinary action more severe than a Written Reprimand within 12 months. The period of ineligibility commences from the date discipline is issued by the Chief of Police. Must possess a Bachelor’s Degree from an accredited college or University. Must perform regular assigned position duties at commendable to above standards. Necessary Knowledge, Skills, and Abilities
Knowledge of: (l) management, (2) planning, (3) human resources, (4) public relations, (5) federal, state and city laws pertaining to public records and city criminal and traffic laws, (6) City government structure and functions, (7) City administrative regulations, (8) department written directives (General Orders, etc.), (9) department structure and functions, (10) law enforcement, (l l) criminal justice system, (12) basic statistical analysis, (13) research methods and techniques and methods of report preparation Skill in operation of: (l) automobile, (2) two-way radio, (3) use of firearms, (4) office computer hardware and software systems. Ability to: (1) use considerable initiative and independent judgment, (2) analyze and interpret data and reach sound conclusions, (3) write clear concise reports, memoranda and letters, (4) work independently within established policies, procedures and guidelines, (5) handle sensitive matters with good judgment and discretion, (6) establish effective working relationships with people inside and outside the organization, (7) respond to handle city business and critical incidents on weekends and after hours as needed, (8) work effectively under pressure, (9) display emotional stability, decisiveness, personal integrity, attention to detail, and good physical condition. Additional Desirable Qualification
Balanced supervisory experience in operational and administrative assignments. Completion of the F.B.I. National Academy or other nationally recognized police executive training.
