The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure long-term stability and affordability. APM monitors projects sponsored, supervised, and owned by the City and connects people to affordable housing opportunities. The Division of Asset Management safeguards the longevity and affordability of HPD’s housing portfolio by identifying at-risk buildings, stabilizing assets, and ensuring regulatory compliance. Core programs include the Tenant Interim Lease (TIL) Program, the Technical Services Program, and the Lead Unit. Your Impact
As the Director of TIL, you will oversee the day-to-day operations of the TIL program consisting of 70 Tenant Associations (TA) with 78 buildings. Your Role
Your role as TIL Director is to be a strategic planner and project manager who can organize information to troubleshoot policy and procedural issues. You must be a dynamic leader who can supervise and motivate a diverse team with varied skills. The TIL Director must demonstrate strong communication, time management, and task management skills to manage a heavy and complex workload. Your Responsibilities
Program Oversight & Policy Compliance: Manage, monitor, and implement program policies and protocols, including by-laws, City rules, and net lease agreements. Ensure accountability and compliance among TAs, TIL staff, and contracted training providers. Tenant Association & Building Management: Oversee proper building management ensuring compliance with rent collection policies, financial reporting standards, annual TA elections, vacancy control, and commercial leasing; upgrade and develop tools for TA operations. Maintenance & Repair Oversight: Ensure timely building maintenance, monitor repair needs, address city-issued violations, and manage the repair budget to prevent overspending. Legal & Compliance Coordination: Monitor legal issues involving TAs and coordinate legal guidance with HPD and partners. Interagency & Internal Coordination: Collaborate with Technical Services, Lead Compliance, Violations Coordinator, and HPD’s development office on property disposition timelines. Training & Technical Assistance: Facilitate ongoing training for staff and TAs; administer two training contracts. Process & Performance Management: Create formal workflows and communication protocols; develop performance benchmarks and outcome measures. Succession & Tenancy Administration: Administer tenancy succession policies across the TIL program. Leadership & Supervision: Supervise a team of 27 staff, including 7 field personnel; foster a collaborative, high-performing work environment. Agency Representation: Represent HPD in external meetings with city agencies, community organizations, and stakeholders as directed by the Assistant Commissioner. Other Duties: Perform additional responsibilities as assigned by the Assistant Commissioner. This position requires fieldwork and evening hours and weekend hours to meet with TAs. It also requires on-call evenings, weekends, and holidays for emergencies in TIL buildings. Qualifications
Minimum Qualifications baccalaureate degree from an accredited college and two years of satisfactory, full-time experience related to the projects and policies to be studied in the position. Preferred Skills Minimum 3 years of property management and building maintenance experience. Professional and effective interpersonal communication skills, including conflict resolution and management. Excellent time management skills and ability to prioritize tasks in accordance with program objectives. Computer literacy with MS Outlook, MS Word, MS Excel. Familiarity with HPDInfo and violation tracking systems (DOB, DOHMH, DSNY, DEP, etc.) is a plus. Fluency in Spanish is a plus.
