Position Summary

The Program Director is responsible for the overall leadership, development, and management of agency programs under the Maryland Developmental Disabilities Administration (DDA). This role ensures compliance with all state and federal regulations, promotes high-quality person-centered services, and provides strategic direction to support the agency’s mission of empowering individuals with intellectual and developmental disabilities to live full and meaningful lives. Key Responsibilities

Program Leadership & Oversight: Provide leadership and oversight of all DDA-funded programs, including Residential, Day, Supported Employment, Community Development Services, and Personal Supports. Ensure that services are delivered in alignment with the DDA’s mission, person-centered practices, and the agency’s values. Monitor program operations to ensure efficiency, quality, and regulatory compliance. Compliance & Quality Assurance

Maintain compliance with COMAR, DDA policies, and all federal, state, and local regulations. Oversee licensing, audits, and reviews by DDA, OHCQ, and other regulatory bodies. Implement quality assurance systems to measure outcomes and continuously improve service delivery. Staff Supervision & Development

Recruit, train, supervise, and support program managers, coordinators, and direct support staff. Provide leadership development, mentoring, and performance evaluations to ensure staff success. Foster a culture of accountability, teamwork, and respect. Individual & Family Engagement

Ensure that individuals and families are actively involved in service planning and decision-making. Promote advocacy and self-determination for people supported by the agency. Address concerns and complaints promptly and professionally. Financial & Administrative Management

Assist with program budgeting, financial monitoring, and resource allocation. Ensure accurate and timely documentation, billing, and data reporting. Collaborate with finance and compliance teams to maintain fiscal responsibility. Community Relations & Partnerships

Represent the agency with DDA, community partners, stakeholders, and advocacy groups. Build relationships with external partners to expand opportunities and resources for individuals. Promote the agency’s mission and visibility within the community. Qualifications

Minimum of 1 year of progressive leadership experience in developmental disabilities services, human services, or related field. In-depth knowledge of Maryland DDA policies, COMAR regulations, and person-centered planning. Strong leadership, organizational, and problem-solving skills. Excellent communication skills with ability to collaborate across multiple stakeholders. Ability to travel within Maryland as needed.
