Overview

The Illinois Office of the Comptroller is seeking applicants for the position of

Public Service Administrator - IT Security . The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a fiscal watchdog to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public.

Responsibilities and duties are performed under the direction of the Senior Public Service Administrator of System Security and include implementing and maintaining system security, monitoring objectives for complex computer systems and applications, compliance with approved policies and procedures, active security incident monitoring and response, and security system software maintenance.

Responsibilities

Monitors and supervises users' activities to ensure compliance with established security-related policies, standards, and procedures. Responds to security alerts for potential incidents. Conducts incident response activities.

Implements and maintains the security structure for the IOC technical infrastructure and applications. Oversees security system software configuration, maintenance, and updates. Creates post-review documentation. Assists in the creation of information security standards.

Analyze security privileges and permission structures of SQL servers and other server applications to determine potential risk and manage impact as appropriate.

Communicates with internal staff and external agency users to resolve routine and complex security-related system access problems and IOC applications questions. Assists in tuning security applications and tools.

Identify and evaluate the gathering, distribution and disposition of confidential data handled by the Comptroller's Office.

Keeps abreast of current cybersecurity trends, risks, and mitigation strategies through publications, training opportunities, and bulletins in support of IOC initiatives.

Performs other duties as requested or assigned by supervisor within the scope of duties defined above.

Minimum Requirements

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college preferably with courses in information systems, or computer science AND two (2) years of progressively responsible administrative experience in information security, or any equivalent combination of training and experience.

Requires awareness and adherence to the principles of Confidentiality, Integrity, and Availability (CIA triad).

Requires extensive knowledge of information security principles and practices.

Requires working knowledge of information security tools including endpoint protection tools, Security Information and Event Management (SIEM) management, SQL management tools.

Requires a recognized information security certification (Security+, CEH, CISSP, or equivalent), or the ability to obtain an information security certification within one (1) year.

Knowledge, Skills, and Abilities

Ability to express ideas clearly both orally and in writing.

Extensive knowledge of office programs and service objectives, activities, and operational systems.

Ability to develop and maintain satisfactory working relationships with employees.

Knowledge of project management techniques and effective leadership and supervision principles.

Ability to plan and prioritize complex projects from conception to conclusion, including problem resolution to ensure timelines.

Ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies and procedures.

Working knowledge of personal computers and software.

Ability to work in a team environment and exhibit initiative and resourcefulness in completing work projects.

Benefits This position is eligible to be a member of the State of Illinois Group Insurance program which includes health, dental, vision, and life insurance coverage options. Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded 14 paid state holidays, prorated based on start date.
