The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA provides benefits such as Food Assistance and Emergency Rental Assistance. DHS works to prevent and address homelessness by helping families and individuals exit shelters and return to self-sufficiency.

The Executive Project Management Office (EPMO) executes and implements the HRA Administrator’s and EPM’s agenda, including launching and managing new programs, supporting IT initiatives, prioritizing IT resources, securing governance approval for new IT projects, coordinating business process improvement, and overseeing cross-agency initiatives. The EPMO is recruiting one Administrative Staff Analyst NM-II to function as an EPMO Data Analytics Director.

Responsibilities

Identify technologies, analytical, and algorithmic processes requiring enhancements; develop strategy, design, and deliverables to ensure initiatives are executed in a timely manner and leverage newer, lower-cost technology solutions; manage relationships with external agencies and data access partners; coordinate MOUs for data exchange.

Manage and direct staff in the development, implementation, and maintenance of analytical data mining, data matching, data quality, and data sharing programs that drive HRA operations and extend to the rehousing process and DHS.

Direct the development of metrics and measurement methodologies for HRA initiatives.

Establish relationships with ITS, OLA, other City agencies and external entities to coordinate internal/external data exchanges and system enhancements; identify and oversee acquisition of data sets and MOUs with City agencies.

Direct program requirements analysis and propose automation to improve data integrity and achieve cost savings to the Agency.

Manage the Data Analytics unit staff and coordinate multiple ongoing projects with high analytical and technical complexity across information processing technologies.

Provide technical and reporting guidance to areas across HRA and DSS that develop systems impacting data integrity; identify and recommend system design improvements.

Oversee data mining, modeling, predictive and geospatial analytics, and investigative techniques to improve HRA client and landlord data, ensure timely payments, and reduce manual workload for HRA programs (e.g., HPA, FIA).

Lead internal and external meetings, present to agency leadership, and represent the EPMO as necessary.

Work Location: 4 World Trade Center, 42nd Floor, NYC; Hours/Schedule: Normal Business Hours.

Minimum Qualifications

A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in relevant areas (as described in the job posting); or

A bachelor’s degree from an accredited college and four years of professional experience in the described areas, including 18 months of executive/managerial/administrative/supervisory experience.

Preferred Skills

Excellent organizational skills with the ability to work independently, manage multiple projects, and follow through.

Strong verbal, written, interpretive, analytical, and interpersonal communication skills.

Experience extracting, manipulating, and analyzing data from various databases and large datasets.

Advanced knowledge of Microsoft Excel, Project, Visio, SharePoint, and Access.

Experience implementing and supporting change management practices and the systems development life cycle.

Ability to motivate team members to produce quality deliverables in a timely manner.
